Background In our work with governments and public sectors in developing countries, there is a growing demand for UNOPS to provide technical and management advisory services to national governments regarding planning, development and management of roads and highway infrastructure. As a result we are building a pool of senior advisors that we can call on quickly and flexibly as and when engagements materialize. We are currently seeking motivated subject matter experts to join our pool of senior advisors. Role Description
Senior Advisors will work closely together with clients to build institutional capacity and deliver results that matter. You will be expected to work in diverse global locations, providing a challenging and unique experience.
Examples of types of engagements include: Assessing and planning operational improvements of roads-related ministries or authorities. Providing support for drafting and passing of roads and highways legislation. Advising roads authorities on the design and management of national roads improvement programmes. Leading or supporting the scoping and planning of future national, state, regional or municipal roads. Advising on the development of a financing strategy for national roads and the establishment of a national roads fund and its secretariat. Establishing a soundly structured programme or project management office for large scale road improvement programmes. Assessing physical infrastructure procurement and contract management practices (across ministries or projects) and developing and implementing best practices to improve the same in a cohesive manner. Advising senior officials and building the organizational capacity of roads authorities to:
o Plan, organize and direct a county-wide public works construction and maintenance program;
o Review, analyze, and interpret plans and designs prepared by engineers and contractors and recommend changes to meet operational and functional requirements;
o Estimate project requirements for personnel, equipment, and materials;
o Investigate and resolve operational problems and public concerns;
o Administer the national roads network and carry out roads inventory, conduct traffic counts and roads re-classifications;
o Establish effective working relationships with public officials, other government agencies, community organizations, and the public.
Examples of the variety locations where UNOPS does work today include: Africa (Kenya, South Sudan, Ivory Coast, Democratic Republic of Congo) Middle East (Jordan, occupied Palestinian territory, Afghanistan)
Asia (Maldives, Indonesia, Sri Lanka)
Latin America (Peru, Mexico, Haiti)
Due to current demand we are especially interested in candidates that are interested in working in post-conflict
locations in Africa and Middle East.
Selection Criteria
11+ years of relevant experience working as an advisor to national roads authorities and/or related public
sector organizations. You would have substantial experience from a leading local or global provider of
advisory or consulting services to the public sector.
Masters degree in a Civil Engineering related discipline; supplementary qualifications within
Developmental Studies, International Relations, Project Management, Public Administration, Engineering
or other relevant discipline is preferable.
Other selection criteria for all candidates:
Additional years of relevant work experience, may substitute the requirement for a master’s degree.
Proficiency in English is essential.
Proficiency in Spanish, French or Arabic is preferable.
Prior experience in development sector or working in developing countries is a great advantage.
Ability to integrate into public sector teams, excellent interpersonal skills and client focus.
