OXFAM PURPOSE: Oxfam works with others to overcome poverty and suffering
TEAM PURPOSE: The Emergency Food Security and Livelihoods (EFSL) Specialist provides advice and support to the Regional Management Centres and Country offices in technical humanitarian interventions to enable them to respond effectively and appropriately when implementing relief programmes.
JOB PURPOSE: To enable Oxfam to respond in an appropriate and timely fashion to the food security and livelihoods needs of an emergency situation, by providing technical assistance to country offices.
This recruitment is a preparedness measure in the event of an emergency scale up of our programmes in any of our West African Countries.

DIMENSIONS: -Provides professional technical advice to managers, policy makers and advocacy co-ordinators on context and food and nutrition programming. -Liaises with regional Emergency Food Security and Livelihoods advisors. -Contributes to and influences the development of response strategy and supports the programme operational implementation. -Develops solutions to diverse and complex problems within organisational policies. -Interprets and applies food security and nutrition information in a variety of formats and from a variety of sources. -Develops effective networks with Oxfam managers, staff and partners as well as with external bodies. -Impacts directly on programme quality and contributes to the achievement of Oxfam's strategic change objectives. -Maximises sharing of lessons learnt between countries and regions.
KEY RESPONSIBILITIES:
1. To carry out food security assessments and surveys (including in applying the guiding principles of the Household Economy Analysis) amongst emergency affected population to advise on appropriate EFSL programming. Proposed interventions should aim to both save lives and protect livelihoods as part of a practical integrated programme.
In many instances, this will involve determining the scope for linking emergency food security interventions and Oxfam's longer term sustainable livelihood interventions; and actively implementing such programme links.
2. To assist programme managers in writing proposals for humanitarian responses which have an emergency food security and livelihoods component; this usually involves writing the first draft of proposal (including the budget and log frame).
3. To implement, adapt, monitor and evaluate humanitarian EFSL programmes. This can include interventions such as food security monitoring and surveillance, markets and price monitoring, cash based activities (cash transfers, CFW, vouchers…), general food distribution (targeting, distributions systems ration planning, monitoring), supplementary feeding, market interventions, agriculture or livestock support.
4. Where appropriate, to develop a surveillance system for monitoring the food security and nutrition status of the affected population in collaboration with the community 5. To prepare regular reports and briefing notes of work and recommendations to managers and advisors including a short final report at the end of each assignment.
6. To carry out training and build the capacity of Oxfam staff and partners in emergency food security and livelihoods programming (monitoring, targeting, response analysis, implication of cash based programming, market analysis, HEA principles…), as an integral part of assignments.
7. Recruit and supervise food staff. This may involve the writing of job descriptions, work schedules, training plans and appraisals.
8. Represent Oxfam at appropriate sectoral co-ordination meetings 9. Work in close collaboration with other members of the team to ensure an integrated approach to meet the needs of a population (EFSL, WASH, Protection…).
10. To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peace making, rather than community division. Ensure the Do No Harm principles are applied.
11. To promote the application of SPHERE minimum standards for food security and livelihoods interventions in Oxfam’s programmes, and to ensure that programmes respect the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes.
SKILLS AND COMPETENCE:
• A degree in agriculture, food economy, nutrition, veterinary science, or equivalent in food security knowledge and experience (which may include cash based or market interventions). • Significant experience in different countries (international experience), of which a substantial part should involve recent emergency EFSL work. • An understanding of relief and development issues relating to risks to livelihoods and livelihoods support, food security in natural and conflict related disasters, as well as acute malnutrition. • Proven practical experience in two or more of the following: food security assessments and nutritional surveys, agriculture and livestock interventions, cash/vouchers based interventions, general food distribution and targeting. • Proven experience of field based training. • Strong analytical, conceptual thinking and strategic planning skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide better services by Oxfam. • Strong attention to detail. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. • Proven experience as a team player and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues • Experience of management/supervisory responsibilities • Diplomacy and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. • High level of computer literacy especially Word, Excel and Powerpoint • Fluent in written and spoken in one the following: French or English. At a minimum: working knowledge of written English. • Flexible and well organised. • Knowledge of Sahelian areas advantageous • Sympathetic with Oxfam GB vision and objectives. • Commitment to Oxfam’s principles and values of accountability, inclusiveness and empowerment • Knowledge of and respect and empathy for the communities we are working with • Understanding of, commitment to, humanitarian principles and minimum standards for disaster response. • Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Interaction Field Co-operation Protocol). • Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work • Ability to work well under pressure and in response to changing needs. • Demonstrated experience of integrating gender and diversity issues into programmes • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts. • Willingness and ability to travel at short notice (within 72 hours) and to work in difficult circumstances • Demonstrates commitment and drive and ability to work in stressful and difficult conditions • Self-aware and able to assess own, team and other stakeholders’ abilities and limitations

Objectives

The Office of the Chief Operating Officer (COO) is charged with improving coherence and coordination across the Bank’s complexes, ensuring strategic priorities are reflected in resources allocation, enhancing monitoring and management of performance, and strengthening the focus on results. Within the COO’s Office, the Quality Assurance and Results Department (ORQR) seeks to improve the quality and the development impact of the Bank’s operations. This includes promoting a stronger focus on delivering development results, but also on reporting results and demonstrating the impact of Bank’s operations on people’s lives. Duties and responsibilities
The Division Manager will work under the general supervision of the Director ORQR. Core responsibilities include:
Determining the objectives of the Division and establishing the work programme; Monitoring implementation of the Division’s work programme and introducing changes where necessary to ensure that work objectives are met; Leading Bank-wide work for consolidating and updating the Bank Group’s Results Measurement Framework and implementing Bank policies to collect core sector indicators; Advising the Director ORQR and COO on improving the Bank’s performance in key areas of the Bank’s Results Measurement Fraemwork. Leading Bank-wide work for preparing and publishing the Bank's flagship publications on development effectiveness: the Annual Development Effectiveness Review, the Sector Briefs, and the Country Briefs; Coordinating Bank-wide efforts for mainstreaming aid effectiveness principles into the Bank’s operations, as well as the Bank’s engagement in international discussions on development effectiveness; Contributing to corporate efforts to develop formats, guidelines, policies, and systems (including a Bank-wide Results Reporting System) to strengthen the Bank’s capacity to report on and disseminate results throughout the project cycle; Leading the Bank dialogue with other multilateral development banks with regards to mutual accountability frameworks, reporting on results, and other high-level corporate initiatives; Conceptualising, in coordination with the relevant departments, initiatives to upgrade the Bank’s practices on communicating results to a wider audience, from Parliamentarians, to civil-society organisations, and the public at large.
Selection Criteria

Minimum of a master’s degree in public administration, economics, development evaluation, strategic communication, international relations or a related field; Preferably a minimum of eight (8) years of relevant experience and with a good mix of corporate and field level assignments; Established track record of assisting both internal and external clients to improve their capacity to deliver, monitor, and communicate development results; Strong interpersonal skills, with a proven ability to build consensus among different stakeholders, create effective networks across institutional boundaries, and lead teams in a multicultural environment; Demonstrated skills to combine strategic thinking with a good understanding on how to translate ideas into products in a participatory manner, navigating the shortest institutional way possible; Superior written and oral communication skills in English and/or French with a working knowledge of the other language.
