TEAM PURPOSE: To work with Oxfam's beneficiaries and partners to overcome poverty and suffering and to advocate and campaign for policy, knowledge, attitude, and practice change to help achieve Oxfam's strategic change objectives
JOB PURPOSE: To lead the Sierra Leone Programme teams and partners in developing and managing relevant, and innovative programmes in line with the Country's change strategy. To monitor and evaluate the programmes impact and ensure shared programme learning.
REPORTING LINES:
Postholder reports to: Country Director
Staff reporting to this post: Programme Managers, Project Coordinators and Technical Advisors.
Liaison with Support functions i.e. Finance, HR, Logistics, and Funding Manager.
BUDGET RESPONSIBILITY: Responsible for programme budget
Dimensions
Work patterns will not be overly defined and will require self motivation and judgement from the post holder.
Significant direct impact on all Oxfam GB country programmes. Planning horizon - long/medium term.
Communicates widely within the programme, with partners and related government institutions.
The post holder will be a member of the Strategic Management Team and contributes to the development of the overall country strategy.
The post holder will support the CD and the Funding Coordinator in fund raising.
Will be managing significant numbers of staff and have budgetary responsibility.
Providing specialist advice to country, regional and humanitarian department line management on humanitarian issues and possibly interfacing with media/public on humanitarian issues.
Draft own and team objectives and agree with line manager, and ensures that objectives contribute to country, regional, strategies and will involve collaboration with other country/regional staff.
The role requires the ability to analyse and communicate complex information at a simpler level to a wide audience.
Influence diverse allocated internal/external target audiences in Sierra Leone and probably within the region
Key Responsibilities
Management
Developing programme policies, objectives, activity plans and timelines;
Work with the country Director to develop and implement the National Change Strategy.
Member of the Country Management Team
Programme
Ensuring that the programme is implemented in a cost effective, consultative, participative and gender sensitive way and ensuring Gender mainstreaming in all Oxfam programmes
Oversight of Oxfam's partnership policy, ensuring that the country team is working in line with the policy and placing partnership at the heart of programmes.
Work with programme managers to ensure capacity building plans are developed for each partner, and monitor the implementation of these plans.
Conduct regular and frequent programme support visits to all programme locations with the aim of providing programmatic directions and support to Oxfam staff and partners in terms of programme delivery, donor compliance and programme implementation
Hold monthly programme management meetings with programme managers, and heads of support departments.
Ensure Monitoring, Evaluation and Learning frameworks are developed for each programme and implemented.
Ensure contingency plans are developed in consultation with team members.
Financial Management
Ensuring the implementation of appropriate financial controls for the programme
Monitor monthly budget versus actuals, and advise the Country Director of any problems associated with programme implementation and budget including spent
Ensure budgets are developed that are cost efficient and realistic.
Programme Funding/ Donor Liaison
Liaise closely with the Funding Manager to identify potential sources of funding.
Supervise development of funding proposals by programme managers. Ensure proposal quality before submission to CD
Donor liaison as required, in close consultation with the Country Director and Funding Manager.
Ensuring timely narrative and financial reporting of good quality and accuracy for Oxfam and donors;
Representing Oxfam to government officials, UN agencies, other NGO staff, and donors as appropriate and in consultation with the Country Director.
Human Resource Management
Performance manages all programme managers countrywide.
Ensuring staff safety, staff security, medical and security evacuation procedures are drawn up, approved by the relevant manager and implemented, as appropriate.
Skills and Competence
Essential
Experience of emergency and development work, and an understanding of relevant humanitarian and policy issues.
Proven record of effective management of diverse programmes including Water Sanitation and Hygiene, Gender and Governance and to initiate a livelihoods programme.
Proven experience of effective people management
Relevant experience of working in the field
Analytical and strategic planning skills.
Proven numeracy and financial management skills.
Proven influencing and negotiating skills with internal and external audiences.
Confident representation skills.
Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. Excellent Team work skills and the ability to build good relations both internally and externally
Good written and spoken English is essential
Experience of producing proposals and reports for a variety of donors
Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work
Desirable
Experience of working in the West African context.
Experience in developing creative solutions to problems.
To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Inter-Action Field Co-operation Protocol).
