The successful candidate will be offered a Fixed Term Appointment for one year.

Purpose of the Post

Health Systems Strengthening is a key component of the Global Fund portfolio of grants in Somalia, under UNICEF's management as Principal Recipient. UNICEF is also embarking on the implementation of a range of other HSS initiatives and programmes, including GAVI (Global Alliance for Vaccines and Immunisation)-HSS and the roll-out of the EPHS (Essential Package of Health Services ). The purpose of this post will be to lead and coordinate the implementation of these activities in the zone, and to harmonise the cross-cutting HSS interventions with the vertical health programmes .

Major duties and responsibilities

Draft, implement and monitor HSS activities in an evidence-informed, timely and efficient manner. This includes reviewing and following up PCAs (Programme Cooperation Agreement).
Coordinate the implementation of HSS activities under UNICEF's direct responsibility. Facilitate trainings on these subjects and micro planning where required. This includes the supervision of zonal HIV and AIDS and malaria officers.
Monitor the flow of supply assistance to partners, with particular attention on short-expiry items to ensure timely provision at health facility level. Draft supply plans and forecasts. Monitor supply by collecting and recording information on inventories, distribution and utilisation.
Develop monitoring plans of zonal HSS activities. Carry out regular monitoring field visits and spot checks of the range of activities such as training, workshops, etc. Verify documents/reports submitted against actual activities. Ensure that the programme's M&E plan is respected.
Liaise, communicate and plan with partners in the zones including the MoH, AIDS Commission and key partners in the zone regarding implementation of activities to ensure integration of services. This includes coordinating and participating to regular technical working group/coordination meetings and developing joint work plans. Facilitate visits from LFA, consultants and others involved in supporting the activities. Assist in the facilitation of GFATM (Global Fund HIV/AIDS, Tuberculosis and Malaria) Review meetings.
Collect, analyze and ensure mapping of community data and produce reports for monitoring purposes on a quarterly basis. Maintain files that will be subjected to LFA (local fund agency review). Provide regular other relevant information and updates to the HIV & AIDS Programme Manager as required.
Collaborate with health colleagues at zonal and USSC levels to ensure strengthening of the health and HIV & AIDS response and integration with other health activities, including strategies on capacity building of health workers, other health systems strengthening activities, and community based strategies in particular.

Qualifications, Experience and Attributes

Master's Degree in Health, Nutrition, Social Sciences or other suitable field. A first university degree in combination with qualifying 7 years of experience may be accepted in lieu of the advanced university degree.
Five years progressively responsible experience in programme planning, monitoring and evaluation in related field.
Analytical, negotiating, communication and advocacy skills.
Supervisory and managerial skills.
Leadership and teamwork abilities.
Computer skills, including internet navigation and various office applications.
Knowledge of written and spoken Somali will be an asset.
Fluency in English and the language of the working duty station
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
