Annual salary: 1,094,675 to 13,136,094 XOF
Job Purpose: to provide advice and support to programme staff on monitoring and evaluation in programmes, identifying and developing participatory methods, resources and learning processes that improve the assessment of impact within and across programmes.
Reporting Lines: Postholder reports to: Humanitarian Program Manager.

Key Responsibilities
Provide high-quality advice to programme managers and staff on how to plan and conduct participatory monitoring and evaluation which produce valid and reliable information about the impact and learning resulting from Oxfam's work.
Identify and develop participatory methods, resources and learning processes in conjunction with programme staff (e.g. strategies, activities and practical guides and tools).
Reinforce the relationships between the monitoring, evaluation and learning (MEL) framework and practices and other organizational systems, e.g. strategic planning, programme management and mandatory procedures, by ensuring they are designed and implemented in ways that complement one another.
Ensure that gender and HIV/AIDS are effectively mainstreamed into MEL processes and practices.
Ensure consistency between MEL processes and practices and approaches to learning and working being promoted through the Programme Resource Centre (PRC).
Coordinate and participate in specific reviews and evaluations and to synthesise evaluations across programmes.
Provide advice and support on planning, programme and project cycle management to programme staff and Campaigns and Policy Division (CPD) teams in ways that contribute to raising the standard of advisory support across Programme Policy Team (PPT).
Engage with professional peers to share knowledge and to identify best practice in other agencies relevant to Oxfam which can contribute to our own understanding and development of MEL.
Contribute to Oxfam International monitoring and evaluation processes, offering support and technical expertise for initiatives in accordance with agreed terms of reference.

Strong practical experience of participatory planning, monitoring and evaluation processes and practice gained through 3-5 years of working in an international context. (E)
Comprehensive understanding and knowledge of monitoring and evaluation theories & concepts able to describe the development of various techniques and identify their relative strengths and weaknesses in a range of situations. (E)
Up-to-date understanding of contemporary thinking and debates in the field of monitoring and evaluation and where current best practice is being developed. (E)
Understanding of gender and HIV/AIDS issues in programming and how both can be addressed in the planning, monitoring and evaluation stages of the programme cycle. (E)
Able to produce a range of resources to support monitoring and evaluation practices, demonstrating excellent writing skills in English and use a variety of media e.g. text, pictures and diagrams to convey ideas clearly and succinctly. (E)
Excellent facilitation and interpersonal skills, able to explain complex ideas clearly and succinctly in ways that promote understanding and enable others to apply this understanding in their work. (E)
Experience of working in an advisory capacity to project staff and demonstrable skills in working in teams and influencing others, including people from different backgrounds and cultures. (E)
Strong self awareness including ability to manage own emotions under pressure manages own learning and development, seeking and responding to feedback.(E)
A strong focus on results - sets goals, plans and prioritises effectively, monitors quality and progress of work against plans, establishes high level of performance and sets an example to others (E)

Professional qualification in M& E desirable.
