General Description of GOAL’s Work in Freetown:
In Kenema, GOAL implements a WASH project, funded by UNICEF, using the Community-Led Total Sanitation (CLTS) approach to promote sustainable sanitation solutions for rural communities and also delivers School Sanitation and Hygiene Education through local partners.

GOAL also has a large Urban WASH project in Freetown, part of the Urban WASH NGO Consortium, funded by DFID. GOAL is continuing to expand activities into more slum and marginal communities across the city.

GOAL Sierra Leone’s Disadvantaged Children and Youths’ Programme (DCYP) began in 1999 to address the needs and rights of street children and young commercial sex workers in Freetown. The aim was to meet their basic needs of shelter, food and non-formal education, as well as providing alternative life choices.

Since 2003, the programme has increasingly focused on the whole community to prevent children in difficult circumstances from ending up on the street. The programme works very closely with surrounding communities through partnership with Child Welfare Committees (CWCs).

In 2008/2009, the programme was re-launched as the Integrated Child and Youth Welfare Programme (ICYWP), which includes DCYP activities but also integrates health promotion and curative care, HIV/AIDS awareness, a nutrition component (recently supported by UNICEF) and support to CBO partners.

Summary of the Role:
The M&E Coordinator will support programme managers and staff in providing evidence for their programmes by strengthening programme Monitoring and Evaluation tools, templates and processes across all GOAL SL programmes.

Monitoring and Evaluation
•    Ensure that M&E data is incorporated into programme planning and review processes.
•    Oversee data collection to ensure high quality results for learning and donor reporting.
•    Contribute to the writing of evaluation reports and dissemination of results and recommendations.
•    Assist the teams with data entry and analysis.
•    Support Programme Managers to design monitoring activities in order to measure and ensure we deliver programme quality.
•    With the Programme Managers, develop an integrated approach to M&E across all programmes, including updating programme logframes and putting in place programme M&E plans.
•    With the Programme Managers and staff to strengthen programme Monitoring and Evaluation tools, templates and processes across all GOAL SL programmes
•    Train and develop the capacity of the programme team to lead on M&E issues in their departments; determine if one of them has the capacity to move into an M&E Officer role. If not, participate in recruiting for M&E Officer.
•    Work with programme team to analyse and review monitoring and evaluation findings and feed into action plans for programmes.
•    With support from GOAL’s Roving Survey Coordinator, support the ICYWP Manager in executing the annual community surveys in Freetown and the Area Coordinator in executing the survey in Kenema. This includes planning and preparation, enumerator training, data collection and if feasible analysis, and report writing and dissemination.
•    Work with M&E programme team to manage routine monitoring survey activities
•    Work with the DCYP M&E Focal Points and Database Officer to review the DCYP database and refine DCYP’s monitoring tools.
•    Continue the use of participatory and qualitative tools in ICYWP M&E systems to ensure that the Programme is meeting needs defined by children, communities and other stakeholders.

Mainstreaming
•    Monitoring Plans- With the Partnership and Training Coordinator, support the development of monitoring plans for the mainstreaming of gender, child protection, and HIV.

Knowledge Management
•    Follow up mechanisms- Focus on insuring appropriate mechanisms are in place and maintained for the follow up of evaluation and technical team findings by in-country management with a view to maximising knowledge retention and use.

Capacity Building of local Partner organisations M&E capacity
•    Training- Lead the development and roll-out of M&E capacity building plans of local partner organisations.

Beneficiary Accountability Mechanisms
•    Assess beneficiary accountability mechanisms in place and lead strengthening of such mechanisms including through appropriately structured dissemination of M&E findings

Evidence from Pilots
•    Give technical support to programmes in learning from piloting activities (e.g. Urban WASH, Kenema WASH, Health, DCYP, NCD).

Other
•    Insure a local staff member is hired and invest time in training as required with a view to handing the role over within 12 months
•    Liase directly with GOALs Head Office M&E Advisor and M&E Roving Coordinator on advances against the country programme M&E plan
•    Carry out any other duties as requested by the Assistant Country Director.
•    Comply with GOAL’s Child Protection Policy at all times

Requirements:   
•    Degree-level qualification in public health, nutrition, community development, child protection or a related field, including studies relating to research and statistical analysis.
•    3+ years experience of implementing surveys and other research activities within an International NGO in a developing country.
•    Demonstrated experience in applying quantitative and qualitative/participatory research methods.
•    Capacity to build the research and M&E skills of colleagues and community members.
•    Ability to write clearly and concisely and to translate complex concepts into non-technical language.
•    Understanding of mainstreaming principles and experience of working on mainstreaming activities
•    Operational knowledge of gender, child protection, HIV and environment principles as they apply to development work.
•    Good communication skills, including fluency in oral and written English.
•    Confident presentation and facilitation skills.
•    Proficiency in using standard computer software, especially MS Office programmes, as well as data entry/statistical packages, such as MS Access, ENA-SMART, STATA or equivalent.
•    Ability to manage multiple projects simultaneously and to meet deadlines under pressure.
•    Commitment to GOAL’s child protection and HIV workplace policies.
