Job Profile

This is a general call for Emergency Food Security and Livelihoods Specialists for West Africa. Due to the urgency of the situation, applications will be reviewed as they come in and offers may be made before the closing date.

Due to the rapid deterioration of the situation, the EFSL Coordinator/Specialist will need to become operational and start implementing activities as soon as possible.

Excellent written and spoken French is essential, however, please submit your application in English.

Salary: EFSL Specialist £20,619 - £27,642 GBP per annum net (pro rata to contract length). Current UK gross equivalent is £26,848 - £37,176GBP

EFSL Coordinator: £24,245 - 30,853 GBP per annum net (pro rata to contract length). Current UK gross equivalent is £32,180 - £41,898 GBP

Net = take home pay. Oxfam will meet the post-holders tax and social security liabilities in addition to their net salary

Contract type: Fixed term 3 months (extendable), unaccompanied.

Team Purpose: To ensure Oxfam has the capacity to respond effectively in the Relief Project

Job Purpose: To manage, coordinate and lead in the implementation of Oxfam's EFSL programme

Post holder reports to: Humanitarian Programme Manager, with technical matrix management to the WAF Regional EFSL Advisor in Dakar

Staff reporting to this post: to be confirmed, depending on location and specific role.

Background:

Almost 12 million people across the Sahel region of West Africa are threatened by a food crisis in 2012. This has arisen as a consequence of the poor 2011 rainy season, leading to significant crop and pasture deficits (25% reduction in cereal production) and high food prices (up to 40-60% above the 5 year average). Compounding this situation are recent outbreaks of conflict within the region (most notably Northern Mali) causing the displacement of people and limiting access to affected areas. Oxfam is responding to both the Food Crisis and the displacement of people and as such is rapidly scaling up its programmes.

Key Responsibilities

Coordinate all assessments planned, with other technical leads;
A concept and budget to be established through a thorough EFSL assessment (if not yet done)
Contact with UN agencies (WFP, FAO), other NGOs and potential donors to identify important gaps in response and analysis of food security and livelihoods;
Support the Humanitarian Programme Manager in designing and implementing an appropriate response, in line with Oxfam's Humanitarian Department and the Regional EFSL advisor's guidance and advice;
Monitor the humanitarian situation in terms of Food Security and Livelihoods, attend relevant meetings and liaise with other agencies/organisations to ensure information flow and coordination for the sector.
Assess and monitor the situation regarding markets, prices and flows.
Develop proposals and budgets. These proposals will be based on information from assessments and will outline complementarities with WASH activities and potential interventions by other actors. They will include activity output monitoring indicators with timeframe as well as impact indicators based on the initial evaluations. They will also include exit strategies.
Support in recruitment and capacity building of additional staff to implement a response. New recruited staff will need to be trained in implementing and monitoring EFSL activities. Develop formats and guidelines for implementation and monitoring to ensure consistency.

Skills and Competence

Knowledge and experience of EFSL assessment and analysis tools based on a holistic approach (e.g. HEA tools);
Knowledge of EMMA tools;
Experience in a context of people movement and political violence
Experience of vouchers/cash based interventions;
Experience in capacity building and training;
Ability to interact with other stakeholders, coordinate, take other views into consideration and adapt pace to external constraints;
Excellent written and spoken French and English essential
