POSITION SUMMARY:
The Regional Coordinator role is to the following: (1) Provide overall leadership and team management in the region. (2) Facilitate management of sector initiatives towards regional integration guided by WV Somalia Policies and Strategic Direction. (3) Facilitate smooth, cost effective, efficient management of resources and timely implementation of project activities by supporting, supervising and coordinating the activities of Project Managers and Project Coordinators in realizing program objectives and to represent WV Somalia in all forums at regional level and provide leadership in creating strategic alliances.
KEY RESPONSIBILITIES:
General
+ Provide overall leadership and oversight in all operational and programming issues at the Regional Level
+ Overall responsible and accountable to WV Somalia for proper management and coordination of the Regional Area of responsibility in accordance to WV Policies and guidelines
+ Promote good stewardship and high accountability through efficient and economical utilization of resources in the Regional Program area
+ Lead, motivate and ensure teamwork amongst staff for greater ministry impact, in the community
+ Supervise, liaise closely with and provide the necessary advice and support to the program in all matters pertaining to the effective management and implementation of the activities
+ Coordinate and handle visitors including donors, support offices and national office staff
+ To directly line manage all Project Managers and Technical staff in the region
Organizational Development and Strategic Initiatives
+ Assist the Operations Director in creating an effective Regional Strategy that will support the overall organizational strategic direction
+ Work in conjunction with the Leadership Team in developing regional growth plans and programming priorities in collaboration with other stakeholders
+ Support Project Managers in project design, monitoring and evaluation
+ Works in collaboration with Technical Advisors in developing technically relevant proposals for submission to donors
HR Management and Staff Development
+ Liaise with HRD in conducting systematic, transparent recruitment & selection procedures based on HR Policies
+ Facilitate and monitor performance management system and collaborate with line managers to lead and facilitate the process of performance management
+ In collaboration with Training and Development Officer and Technical Advisors identify capacity building and training needs that will support the program strategies
+ Develop contextualized orientation materials and facilitate orientation programs that will create and enhance understanding of WV mission, culture, policies, procedure and protocol
+ Establish a culture of coaching and mentoring
+ Facilitate staff grievances and disciplinary action process in collaboration with line managers when appropriate
+ Provide counsel to employees on issues pertaining to employee relations
+ Conduct exit interview debriefings
+ Ensure staff individual files are updated on regular basis
+ Ensure the safe custody of all staff confidential information
Representation and Networking
+ Represent WV Somalia in Regional forums and establish strategic partnership with other organizations
+ Liaise and closely collaborate with other partners, agencies and council members and local Somali leaders regarding project activities to ensure and promote a coordinated approach to project implementation, including participation in relevant workshops, meetings and to keep individual sectors as well as the National Office in Nairobi updated and informed
+ Represent WV Somalia and establish conducive working environment with the local council, and community leaders
+ Develop a network of information gathering relevant for program operations
Financial and Assets Management, Budget control and Monitoring
+ Collaborate with the Finance & Administration Director on matters pertaining to finance and administration, to ensure all financial projections and reports are forwarded to Nairobi office within the stipulated time frame
+ Ensure appropriate systems, procedures and controls are in place and are used in the effective management of human, financial and physical (supplies and assets) resources
+ Coordinate and oversee assets inventory and management and ensure regional office facilities are conducive for habitation
+ Ensure safety, proper allocation, good utilization of communication and computer equipment
+ Facilitate preparation of programme budgets, narrative reports, updates, financial reports and submit them with the agreed time frame to appropriate people
+ Review Grants project reports and Management Reports prepared by Project Managers and develop monthly and quarterly Regional Reports
Coordinate Staff Security and Safety
+ Provide regular updates to staff at Regional level, Security Officer, Operations and Program Director on security and safety situation in the Region
+ Liaise with Security Officer to facilitate the training of expatriates and national staff on security
+ Responsible for overall security management and ensure that field staff follow the laid out Security procedures
+ Regularly share security information with relevant UN and INGOs
+ Facilitate the preparation and review of Standard Operating Procedures and Evacuation plan and organize for regular drills in collaboration with the Security Officer and Operations Director
Staff Care and Spiritual Leadership
+ Review and facilitate staff care programs that are applicable to a post trauma environment
+ Create and facilitate culturally sensitive programs that will enhance spirituality of staff and build resilience
Perform any other responsibilities that may be assigned by your supervisor from time to time

KNOWLEDGE, SKILLS AND ABILITIES:
REQUIRED:
+ Masters Degree in Development Studies, International relations, Development Management or any relevant social sciences
+ At least five years of experience in humanitarian/development work with at lest one year’s experience in Senior Management Position
+ Very strong organizational, management and communication skills
+ Experience in Staff Security and safety management for humanitarian organizations in complex and insecure environments is a must
+ Strong problem solving, interpersonal and negotiation skills
+ Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships
+ Knowledge of humanitarian industry including sphere standards, NGO code of conduct and humanitarian charter
+ Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
+ Ability to work in and contribute to team building environment
+ Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources
+ Ability to cope and deal with stress and work under stressful work conditions is a requirement
