Financial Management-Water Infrastructure Specialist

Emerging Markets Group (EMG)

Location: Lesotho

Cardno Emerging Markets USA Ltd., (Cardno) is seeking candidates for a long-term assignment as Financial Management-Water Infrastructure Specialist on an anticipated water activity in Sub-Sahara Africa.

Qualifications:

Minimum of bachelor's degree in a relevant field; master's degree preferred

10+ years of development work on donor-funded projects

Experience must include at least 3 years working on large ($100M) water infrastructure projects, preferably in Sub-Sahara Africa

Must have experience establishing and maintaining a financial operation, including a financial accounting system, process for payments to subcontractors, keeping financial books, preparation of financial statements, knowledge of auditing

Previous procurement experience i.e., preparation of bidding documents, evaluation of proposals, negotiation of contracts or change orders

Familiarity with World Bank reporting requirements

Sub-Sahara Africa experience necessary

Excellent written and oral communication skills
