History of the project

The cell of management of the PNDS (National Health Development Plan) of the Ministry of health of Guinea-Bissau, created as the structure of management and coordination of funding partners bilateral or multilateral, including the BAD, and which will progressively become the cell of Coordination and follow-up to the implementation of PNDS (CCSMO) according to the new PNDS II, the main objective of providing support to the Directorate General of planning of the MINSAP, currently

Secretariat-General of health.

Roles and responsibilities

Under the supervision of the Manager of the cell of management of the PNDS and in close collaboration with the officials of the Government in accordance with the General guidelines defined by the Government, the biomedical engineer's mission is to strengthen the capacity of the Ministry of public health of Guinea Bissau in the critical stages of the restructuring of the National Hospital Simão Mendes and centres of health of Guinea Bissau.

Description of tasks

The biomedical engineer will be responsible for the following tasks:

• Support the MINSAP biomedical engineer, in the development of policy for the purchase of equipment health of the national service of health in particular and in General for all the countries in accordance with the needs of the core of the Services package;

• Assist in the realization of a database on existing facilities and those to acquire with reference manuals, catalogues, drawings and maintenance records and provide a list of suppliers of equipment and Guide in the strategy of the analysis of bids and responses to invitations to tender;

• Support in the development of a national map of equipment of health at the national level and in the creation and maintenance of a database of equipment with the key for maintenance information, and amortization (including for ultrasound devices, of Radiology) and biological analysis for the purpose to gradually harmonise the technical plateau and to facilitate the renewal of equipment;

• Ensure the formation of a national framework responsible for the management of the maintenance of equipment as well as responsible for planning and procurement of the cell of the PNDS management, to help better perform all processes of identification, quantification, the procurement and the verification of the conformity of the delivered equipment: these correspond to the specifications contractual defined (or, where applicable the provided prototypes), and that the duty of the documentation, installation for the supply of stock of spare parts, and rapid training of personnel in the use of facilities are completed by suppliers;

• Help develop, with the participation of key services (areas and directions of hospitals) one plan maintenance of equipment in the medium term; Directly support the Organization and planning of the

maintenance and regular monitoring of the State of operation and safety of equipment, including centres techniques of maintenance;

• Facilitate the formation of a group of technicians Bissau - Guinean in the specialized PNDRHS in the

repair, management and maintenance of biomedical equipment and support in the planning of actions

continuing education for staff maintenance for users;

• Assist in the organisation of the reception and installation of equipment in collaboration with the teams of

CS type B Buba and Simão Mendes National Hospital as well as in the monitoring of initial training

to be provided by suppliers;

• Establish the terms of reference of the consultant who will be responsible for hospital maintenance within the framework of the

contractualization, participate in the analysis of the offers and the implementation of the contract; Help evaluation of the performance of the consultant responsible for hospital maintenance.

• Complete assigned tasks, from time to time, by the Manager or the Secretary of State of health.

Academic qualifications and experience Possess a degree in biomedical engineering and have at least five (5) years of experience in the maintenance and the acquisition of health biomedical equipment in developing countries.

Language skills: excellent mastery of Portuguese spoken and written and a good level of English.
