HR Support

Field - Action Against Hunger

* Location: Sudan
* Type: Contracted
* Min. Experience: Entry Level

Location: Juba

Duration: 4 months

Objective 1 : Implement, adjust where needed, and enforce the HR policy:

Activities:

* Implement and adjust where appropriate the national HR policy;
* Apply and make sure that ACF texts and the charter are applied;
* Cross Check together with the HR Manager the completeness of individual staff files;
* Evaluate the risks linked with social policy changes;
* Liaise with other NGOs in Juba throughout the HR working group , indentify and compare best practices
* Assure that the HR policy as well as the Labor Laws of Sudan are being followed at base and mission level. Advise the Heads of Base on appropriate disciplinary action as situations arise.
* Develop a leave plan for all bases & all departments together with the HR manager and the various HoB’s & coordinators. Ensure that ACF is compliant with all national HR & labor regulations including ensuring all expatriates have up to date work permits

Objective 2 : Support the management of National Staff Salaries together with the HR Manager

Activities:

* Review all the job descriptions and check the overall coherence;
* Draft a new payroll sheet with the Country Administrator and HR Manager to ensure data is collected and stored properly
* Calculate income taxes and other taxes and check the social benefits and payments to organizations;
* Develop and maintain a system linked to the payroll to track NSI and Income tax information by employee; this system should be linked with the finance and donor budget systems
* Readjust the salaries annually (general and individual increases) ;
* Cross Check the payment of salaries and advise on improvements to the system;
* Evaluate the risks related to changes in the payment policy.

Objective 3 : Develop a 5 page recommendation report for staffing strategy for ACF-USA in South Sudan for the next 3 years

Activities:

* Discuss with the various coordinators, the country director and the Desk officer to have a clear understanding of the staffing needs for the next 3-5 years
* Evaluate the local job market to determine feasibility of staffing management positions locally Improve recruitment procedures

Objective 4 :Review the feasibility of ACF performance management system on the south Sudan mission and potentially prepare implementation :

Activities:

* Do a feasibility study (including the security risks ) of a performance management system in South Sudan and make recommendations to the Country Director
* Create a performance appraisal plan and train the coordinators & Program Managers on the new type of appraisal
* Establish an annual training plan taking into consideration the lessons learned and the constraints of the South Sudan context ;
* Train the managers in the use of HR tools;


Objective 5 : Contribute to the improvement of internal communication and support the HR Manager to strengthen external relations :

Activities:

* Give advice and support to the mission managers;
* Develop an induction package to ensure that newly employed staff members are well inducted and integrated;
* Support the HR Manager in further developing relations with the local authorities on HR matters, Identify missing links

Qualifications
Education / specific degree / special skills:

* HR bachelors degree at minimum
* Excellent communication skills
* Diplomatic and conflict resolution skills
* Experience in training national; staff

Humanitarian field experience requested: Yes
