Deputy Project Manager, Local Government Board (Sudanese only), Juba, Sudan
Background
UNDP has been requested to provide capacity development support to the Local Government Board (LGB). In 2011-2012, the Local Government Recovery Programme (LGRP) will deepen its technical support to the Counties across Southern Sudan working in close partnership with the Local Government Board and the ten State Ministries of Local Government and Law Enforcement (SMoLG & LE), focusing on the implementation of County plans and budgets, with a set of procedures and guidelines for ensuring various dimensions of accountability. Performance-based funding will be designed and implemented, generating experience and lessons for the establishment of a Local Government Development Fund. A Human Rights Based Approach (HRBA), the promotion of gender equity and contribution to confidence and peace building in the localities will be underlying themes cutting across all the activities. Also, the preparation and implementation of County plans and budgets will be geared to the attainment of MDGs.
The Deputy Project Manager will report to the Project Manager of UNDP LGRP in the Poverty Reduction and MDG Unit, and will work in close collaboration with the Local Government Board, Government of Southern Sudan (GOSS). The Deputy Project Manager will support the LGRP Project Manager in the day to day running of the project activities. The successful candidate will be based at the Local Government Board Office, with some monitoring and evaluation trips to the counties.
Duties and Responsibilities
Under the overall guidance and direct supervision of the Project Manager, the Deputy Project Manager will be responsible for the following key tasks:
Technical and advisory support to Local Government Board and Local Government Recovery Programme Project Management Staff;
Support to partnerships-building and networks;
Providing substantive and technical direction to the project;
Providing coaching and mentoring of other national staff to ensure technical soundness of their work at the State and Country levels;
Maintaining close communication and coordination with the LGB, State Ministry of Local Government and Law Enforcement (SMoLG&LE).

Demonstrated experience in managing development projects, particularly with Local Government;
Substantial previous experience in working with senior local government officials;
Understanding and experience of decentralization system of government is essential;
Sound understanding of issues related to development in post-crisis situations;
Demonstrated strong management, coordination and facilitation skills;
Strong communication skills in English (oral and written);
Results oriented, flexible and problem solving skills;
Knowledge of UNDP systems an advantage.
Required Skills and Experience
Masters Degree in Public Administration, Economics, International Development or other Social Sciences;
At least 2 years of relevant experience at national or international level;
Experience in managing development projects within Government institutions, especially with the local Government;
Experience with UNDP or other UN Agencies Project management procedures and policies including Atlas (Resource Management System) is an added advantage;
Experience in the usage of computers and office software packages (MS Word, Excel, etc) including web-based management systems.;
Experience in working in complex post-conflict environments would be added advantage.
