Basic Position Description:

Responsible for the supervision, management, development and representation of ACF programming in North-East Nigeria, the Field Coordinator will ensure efficient management of Administration (HR/Finance) and Logistics (Procurement, Supply, Storage, Transport) departments while providing appropriate support to Programs and concurrently ensuring the safety and security of ACF staff and assets.

Country: Nigeria

Position Duration: 12 months

Bases: Damaturu, Yobe State, Northern Nigeria



DETAILED POSITION OBJECTIVES

Objective 1: Management and development of ACF Programming and Strategy in North East Nigeria

Activities:

Promote relevant, needs-based, integrated humanitarian/recovery programming;
Lead and motivate the management team;
Meet regularly with all relevant stakeholders (States’ authorities, local and international humanitarian and development actors, beneficiaries, etc.);
Open and close, as needed, ACF field offices/sub-offices;
Support new program assessments and evaluations in the area;
Develop and implement the yearly operational and integrated technical strategy aligned with the Country Strategy in collaboration with the Program(s) Managers & the Country Coordination team;
Follow up and report on the implementation of the programs;
• Participate in report/proposal writing in collaboration with field PMs.

Objective 2: Overall responsibility for Administration and Logistics in North East Nigeria

Activities:

Supervise HR, Finance, Supply, Procurement, Fleet and Movements in the province, including planning, authorization of expenses and reporting;
Ensure that ACF procedures and donor regulations applicable to projects implemented are applied;
Define HR needs and carry out appropriate recruitment as per regulations and national labor laws;
Brief and debrief incoming and outgoing international and senior national staff;
Stress management and conflict resolution;
Hold regular base coordination meetings and promote departmental coordination;
Ensure the carrying out of timely, proper staff performance appraisals.

Objective 3: Representation of ACF and adherence to the organization Mandate/Charter/Principles.

Activities:

Promotion and defense of humanitarian principles towards local partners (State authorities, UN, NGOs);
Maintenance/expansion of regular relations with field-based donors, authorities and partners;
Compliance with national laws, regulations and best practices;
Participation in communication activities with Country Office and HQ;
Ensure respect of ACF Code of Conduct, Mandate, Charter and Principles by all ACF staff.

Objective 4: Context Analysis

Activities:

Data collection and research, analysis of socio-economic, humanitarian and security issues in North-East Nigeria;
Development of an information (formal/informal) network;
Support Country Director (CD) and Country Office in their analyses;
Issue weekly SitReps (Situation Reports);
Brief all staff on security and context changes as needed.

Objective 5: Safety/Security of ACF personnel and assets

Activities:

Analysis, identification, quantification and, through line management, mitigation of assessed risks;
Maintenance of updated national security plans (procedural, SOP, MOSS, health, evacuation);
Development and maintenance of security network (formal/informal);
Training and compliance of ACF staff towards security regulations;
Ensuring proper coordination and handling of Incident Reports and crisis responses.



Education / Specific Degrees / Special Skills :

Advanced University degree (Masters). Excellent analysis skills;
Proven security and safety management;
Significant experience with INGOs and interest in humanitarian action. Previous experience with ACF is an asset (see specific requirements below);
Excellent diplomatic and negotiation skills;
Excellent management skills;
Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, DFID, etc.);
Ability to organize, train and motivate a multicultural team;
Disciplined and able to work and arrive at decisions autonomously with minimal guidance;
Excellent writing skills.
