SENIOR ADVISOR PROGRAM QUALITY AND LEARNING

Description
CARE is seeking an experienced Senior Advisor for Program Quality and Learning (SAPQL) to build the capacity of a local counterpart to assume responsibility for leading the Program Quality and Learning (PQL) Unit in the Country Office (CO) after an 18 month period. In the initial half of this period the SAPQL function will focus on identifying a suitable internal counterpart amongst the existing positions in the PQL unit (or externally) and work with that person in ensuring the completion of critical planned PQL activities. In the 2nd half of the assignment period the SAPQL will devote increased time to capacity building of the local counterpart following the completion of program designs and establishment of knowledge management and impact measurement systems. Another important element of the SAPQL position will be to more specifically contribute PQL support to the Northern Uganda Women Empowerment Program (NUWEP). This position will contribute to achieving the mission and strategic directions in its Strategic Plan through ensuring required program quality and learning in the Country Office. In addition to the above core functions, the SAPQL will work with the local counterpart to more specifically:

a)     Enhance program quality through knowledge management, learning and reflective practice in all programs;
b)    Ensure that all programs adhere to CARE's programming principles and approaches (e.g. CI Programming Principles, the program approach and program characteristics, CARE’s Unifying framework, Rights Based Approach, etc) and abide by agreed CARE and industry standards (CI evaluation policy, technical norms and standards, etc);
c)     Ensure that all programs (both long term and potential emergency response programs) address the underlying causes of poverty and are in line with the country office strategic plan;
d)    Prepare consolidated impact statements across programs;
e)     Lead the development and implementation of an impact measurement design, monitoring and evaluation system that meets the requirements of CARE USA, CI and the CO;
f)     Enhance CARE Uganda’s forward or 360 degree accountability to program participants and other relevant stakeholders; and
g)    Supervise the work of a team of technical advisors in order to ensure high quality technical support to programs.

The SAPQL reports to the Program Director/Assistant Country Director – Program for Uganda and works closely with the Country Director. The position is based in Kampala with at least 30% time spent in the field.

Principal Responsibilities:


Supervise, lead, guide and support the technical advisors and other staff in the PQ&L Unit.
Introduce and coordinate required systems and approaches to improve program quality and learning generally in CARE Uganda and more specifically within the Northern Uganda Women Empowerment Program (NUWEP).
Drive CARE Uganda to move from a project to a program approach aimed at achieving higher quality and greater impact.
Lead the development and implementation of an impact measurement competent DM&E system to enable CARE Uganda to improve on the quality of its programs and in particular work closely with the Northern Uganda Women Empowerment Program (NUWEP) in this area.
Develop and implement appropriate learning and knowledge management systems and approaches in the CO and more specifically under the NUWEP.
Provide input to and participate in relevant networks, groups and other forums around program quality and learning.


Required:


Masters degree in relevant disciplines such as Rural Development, Economics, Project Design or equivalent combination of education and work experience.
8-10 years of demonstrated experiences in the design of programs in a range of sectors with a particular focus on developing and administering robust monitoring and evaluation systems designed to capture impact-level information;
5 years of experience in senior level management with a focus on provision of technical guidance in M&E to professional technical staff of diverse expertise;
Substantial experience working with and building the capacity of a counterpart with a focus on program design monitoring and evaluation.
Thorough practical experience in gender analysis and associated programming.
Demonstrated excellence in verbal and written English, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;
Demonstrated skills in successful project design and proposal preparation for various donors;
Proficiency in standard office software packages;
Research, analysis and writing skills of high standard.
Demonstrated leadership ability to inspire and empower others;
Strong interpersonal communication skill and ability to effectively liaise with government, community leaders, donors and other stakeholders;
Firm belief in and commitment to promoting teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
Expertise in one or more of the following program areas: health, water/sanitation governance, livelihoods especially with an RBA and UCP focus.


Desired:


Completion of short courses in DM&E adapted to post-conflict situations.
Past experience in applying sound conflict resolution approaches at program level.
Experience in Strategic planning and development.


Duration: 18 months

Location: Kampala, Uganda

Expected Travel Percentage: 30%
