Food and Agriculture Organization of the United Nations PROFESSIONAL VACANCY ANNOUNCEMENT NO: TCEO-728-11-PRJ Issued on: Deadline For Application: POSITION TITLE:  Regional Emergency Officer (Disaster Risk Reduction and Disaster Risk Management in southern Africa) Emergency Operations Service (TCEO) Africa, Latin America and the Caribbean Emergency Operations and Rehabilitation Division (TCE) Technical Cooperation Department (TC) GRADE LEVEL: P-4 Johannesburg, South Africa Twelve months (with possibility of extension) N – 2000504 1S01 DUTY STATION: ORGANIZATIONAL UNIT: DURATION ∗: POST CODE/N : CCOG CODE: O Applications from qualified women as well as from qualified nationals of non-and under-represented member countries are encouraged DUTIES AND RESPONSIBILITIES Under the general supervision of the Chief of the Emergency Operations Service (TCEO) and the supervision of the Senior Regional Emergency Coordinator for Southern Africa, in close collaboration with the TCEO Operations Officers and the technical services in FAO headquarters, the Regional Emergency Officer – Disaster Risk Reduction and Disaster Risk Management will:
• • • • • • • • • support the Senior Regional Emergency Coordinator in the development, management and monitoring of the FAO Disaster Risk Reduction and Management Strategic Programme for southern Africa; manage the overall project cycle of selected FAO regional DRR/M projects; provide technical leadership, guidance and training support, as needed, on Disaster Risk Reduction and Management to FAO Regional Emergency Office for Southern Africa (REOSA), and FAO country representation and emergency offices in the region; provide technical support to the multi-agency Regional Inter-Agency Emergency Coordination Committee (RIASCO) and to UNDG Food Security and Nutrition Working Group (FSNWG) to strengthen DRR/M in the region, especially as it relates to agriculture and food security; provide technical assistance in the area of DRR/M to the SADC Disaster Risk Reduction Unit (DRRU) and other regional bodies; identify, document and share lessons learned, best practices, and information exchange on DRR/M; facilitate and support cross-country learning and training to strengthen agriculture and food security DRR/M programming. support and develop working relationships and information exchange with stakeholders active in agriculture and food security DRR/M, promoting partner use of the DRR/M Web site for Southern Africa and strengthened coordination; perform any other related duties as requested.
**APPOINTMENT/PROMOTION TO THIS POSITION IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR, WITH POSSIBILITY OF EXTENSION MINIMUM REQUIREMENTS Candidates should meet the following:
• • • Advanced university degree in economics, agricultural economics, development or humanitarian policy or a related field Ten years of relevant experience in humanitarian or development assistance including experience in Monitoring and Evaluation and strategy formulation Working knowledge of English SELECTION CRITERIA Candidates will be assessed against the following:
• • • • • • • • Relevance of experience in humanitarian or development assistance including experience in Monitoring and Evaluation and strategy formulation Demonstrated knowledge and relevance of experience in Disaster Risk Reduction and Management, related to agriculture and food security programming Extent of experience in emergency or development project management Demonstrated Project managerial and coordination skills Demonstrated interpersonal skills and communication skills both oral and writing in English Familiarity with the geographical region Experience with national governments, NGOs and other UN agencies would be an asset Knowledge of French and/or Portuguese language would be an asset.
