Background:
The IRC is implementing environmental health activities bringing drinkable water and sanitiation improvements to communities. These projects benefit people at village level, health centers, and those affected by the post-electoral violence earlier this year. The IRC is involved in water and sanitation facilities in Nahibly IDP camp, a site that has received several thousand people displaced by the violence. The IRC seeks a short-term environmental health coordinator to bring expertise, input and support to water and sanitation activities that have had to rapidly scale up in response to the crisis in Cote d’Ivoire.
Scope:
The EH Coordinator is responsible for the organization and technical oversight of all water and sanitation projects and activities, ensuring that they are relevant, successfully implemented and sustainable. The EH Coordinator will be responsible for the following:
Quality Control (30%)
Evaluate current water and sanitation projects and staff and propose adjustments to ensure better program efficiency.
Ensure that adequate guidelines are in place, and followed, to facilitate the effective supervision of all project activities.
Provide technical advice as necessary and conduct spot checks.
Ensure that implemented activities abide by SPHERE standards and CdI governmental policy.
Capacity Building (30%)
Prepare guidelines and technical briefs as necessary to improve the technical capacity of the EH section.
Organize training workshops to improve existing practices and introduce new practices or ideas.
Identify training needs and ensure that each member of the EH section receives regular suitable training (subject to their commitment).
Liaise with other departments to identify common training needs and organize appropriate training.
Seek ways to improve links between projects in order to improve performance and efficiency.
Build links with other relevant organizations to share knowledge, experience and ideas. Liaise with relevant technical people in government offices and donors.
Monitoring and Reporting (20%)
Check the final drafts of the relevant technical sections of donor reports and other important external reports.
Ensure that all project activities are continually monitored with reference to the relevant action plans, with reviews of progress and budget on a monthly basis following the submission of monthly field reports.
Ensure that a good collaboration exists with finance and operations departments; identify and, wherever possible, resolve weaknesses.
Monitor and evaluate program progress, impact and sustainability in collaboration with the DM&E Manager, via periodic field visits. In particular, ensure that capacity building activities are adequate and effective.
Develop in collaboration with other health sectors tools to better follow the activities in intervention zones
Coordination (15%)
Attend WASH cluster and Emergency Task Force coordination meetings
Represent IRC EH team & projects to visitors, donors etc
Initiating New Projects (5%)
Contribute to draft proposals and budgets; check final draft of the technical sections.
Ensure that appropriate action plans are in place, wherever possible within 1 month of the grant being finalized and signed.
Collaborate with the team in Man and Yamoussoukro to ensure that gaps are identified for further funding possibilities
This position reports to the Health Coordinator
This position has 3 staff report to him/her directly and will oversee all water and sanitation projects.
Requirements
Essential:
BSc. Degree in Civil Engineering or similar, preferably with water specialization;
Minimum 4 years experience in EH projects overseas
Significant experience in project management
Strong technical design skills
Previous experience in writing EH proposals
Excellent French skills
Hygiene promotion project management experience
Strong interpersonal & diplomacy skills
Desirable:
Practical hygiene promotion experience
WASH emergency rapid response project experience
Flexible and able to quickly adapt to the instructions of the IRC CdI staff and the demands of the situation.
Must be organized, efficient and able to work autonomously with minimum supervision.
Specific Security Situation/Housing :
The security level is Orange
The Coordinator will have shared housing in Man
