Salary: £28,090 per annum plus generous benefits (including free accommodation, pension provision and medical insurance)

We are currently recruiting seven ELT Advisers to work in the following locations across Sub-Saharan Africa:

Senegal (based Dakar)

These roles will contribute to improving the teaching and learning of English in their respective countries through the successful delivery of the British Council`s global English Language Teaching programme. English is a key element of the British Council’s cultural relations work in Sub-Saharan Africa, and the postholders will be expected to achieve substantial impact through engaging in reform agendas at policy level with the Ministries of Education (Interface), through teacher training and development (Engaging Teachers), and through supporting learners with learning options which complement formal learning (Connect) – tailoring the British Council Global English products and services to local needs.

You will have: A DELTA, PGCE or Trinity Diploma TESOL qualification. Project and Contract Management skills, sector expertise including teacher training skills and substantial teaching experience.

Purpose of job:  
The aim of this post is to contribute to improving the teaching and learning of English in Africa through the successful delivery in country of the British Council`s global English Language Teaching programme. English is a key element of the British Council’s cultural relations work in sub saharan Africa.
The postholder is expected to achieve substantial impact though engaging in reform agendas at policy level with the Ministries of Education (Interface), through teacher training and development (Engaging Teachers), and through supporting learners with learning options which complement formal learning (Connect) – tailoring the British Council Global English products and services to local needs.

Context and environment: (e.g. dept description, region description, organogram)
The region covers 23 countries, 20 of which currently do English (including non represented countries like Somaliland and Angola) It is a very diverse region with segmented markets. Our English strategy is most focused on non Anglophone countries, and on teachers in basic and primary education. While there are some opportunities for income generation for English, this is mostly focused on positioning ourselves for ELT contracts from major donors in the region. The postholder will work as part of the SSA English team in delivery and adaptation of global English portfolio to the country in where they are based (80%) and providing some outreach support to neighbouring countries (20%). The post holder will work in the British Council country based team. The postholder will line manage 1 full time locally appointed ELT co-ordinator

Accountabilities, responsibilities and main duties:

Project Delivery:
- Ensure delivery of training meets in-country plans and targets.
- Ensure project income, scorecard targets and intermediate outcomes met.
- Ensure project delivery documentation is completed to agreed deadlines
- Ensure relevant evaluation tools are used as outlined in project planning documentation.
- Ensure monitoring and evaluation frameworks/methodologies are followed in all aspects of project delivery.
- Ensure that the British Council’s EO&D agenda is implemented throughout project delivery
- Monitor budgets for income and expenditure on a monthly basis in line with delegated role on the Council’s accounting system (FABS/SAP)
- Report on potential risk to the project - legal, financial and reputational - on a monthly basis to Line Manager as part of the risk reporting framework
- Regular liaison with Schools projects to ensure cross promotion and effective use of resources to maximise impact for the British Council
- regular liaison with FCR unit to explore opportunities for income generation and contribute ELT expertise to bids as required

Project planning and design
- Contribute towards the development of appropriate products to meet local context needs as agreed with Regional English Lead, including mapping of global English content to national curriculum and textbooks
- Ensure product development is in line with regional project objectives.
- Contribute as required to regional project design.
- Ensure that the British Council’s Equal Opportunities and Diversity (EO&D) agenda is integrated into projects at design stage
Working with the Open University on mapping Global English content to national schools curriculum and materials.
Training
-    procure, monitor and contract freelance trainers to deliver training to agreed time framework and standards ensuring scorecard targets for quality are met.  Ensure a pool of local teacher educators are identified and trained according to plan for sustainability of ELT in SSA
Relationship Management
- Contribute operationally, in conjunction with the local management team, towards building positive relationships with key external contacts and partners
- Manage the development and maintenance of a contacts database of teachers in country and regular communications with this target group is planned and delivered.
- Identify opportunities for new strategic partnerships in-country which would support the regional strategy and project implementation
- build and maintain networks of EL officials within federal and national government
- Advise Ministry of Education and District Education Heads on ELT processes and policy
- maintain and foster links with local English teachers association
Line Management
- manage the English team and in-country English trainers to standards set out under the British Council’s Performance Management system
- promote through example and effective line management an approach to work life balance that ensures effective delivery of the project


Key relationships: (include internal and external)

External: Open University, DFID, USAID, UNICEF, UNDP, Ministries of Education, English Teachers Associations, Lifeline energy, TV, radio and print media houses

Internal: Working with Regional English Lead SSA, Manager Connect and Manager Engage as part of SSA English team to ensure joined up holistic English offer for teachers and learners in Sub-Saharan Africa


Other important features or requirements of the job

Diplomatic status is expected to apply to Juba, Johannesburg and Abuja locations. Therefore these posts are only open to UK nationals
