Job Description:
DAI seeks Chief of Party candidates for anticipated US Agency for International Development (USAID)-funded legislative strengthening, decentralization/local governance, civil society and rule of law programs in the Great Lakes Region of Africa.

The legislative/parliamentary strengthening programs will develop the technical capacity of parliamentary members and staff at both national and provincial levels, including research, committee support and legislative analysis. The programs will strengthen the general understanding of Members of Parliament of legislative processes, as well as support efforts by civil society organizations to develop linkages with national and provincial parliaments.

The decentralization/local governance, civil society and rule of programs will to help local governments and communities develop the capacity and resources to meet citizen needs in an accountable and transparent manner. Programmatic focus may include: decentralization; municipal finance and budgeting; local government legal and policy reform; local government service delivery; institutional capacity building; human resource development and management; public participation; civil society strengthening; and public outreach.

Responsibilities:

The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary. Other responsibilities include:
• Serve as principal liaison with USAID, government counterparts and community stakeholders on program communications and technical implementation activities.
• Provide technical and intellectual direction and leadership.
• Manage, lead and oversee all expatriate, local national consultants and subcontractors in achieving project results.
• Oversee all financial and administrative matters.
• Develop work plans for project activities;
• Oversee the participatory planning process to produce a strategic plan for project deliverables;
• Provide technical support in all program areas to team as needed;
• Oversee development and implementation of Monitoring and Evaluating Plan.
• Provide timely and accurate reporting to USAID on all program areas; and
• Present findings in both written and oral presentations as required.
• Coordinate program activities with other donors.


Basic Qualifications:
• Ten to fifteen years’ relevant technical experience in the above-mentioned programmatic areas.
• Prior experience in Africa, particularly the Great Lakes Region, is a preferred but not required.
• Expertise in establishing, managing and/or operating programs in the legislative strengthening, decentralization/local governance, civil society or rule of law sector is required.
• Demonstrated experience working with senior host-country counterparts;
• Previous management experience of USAID-funded or other donor projects
• An advanced degree in political or social science, law, public/ business administration or related area is required.
• Fluent English is required. French may be desirable depending on the location of the program.
