Innovations for Poverty Action (IPA), is an international non-profit research organization. Based in New Haven, CT, with offices in Washington, D.C. and worldwide, IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate 'what works' in development and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.
Position Summary
Innovations for Poverty Action seeks qualified applicants for the position of Project Associate to assist on research that tests different ways to deliver cash transfers to HIV/AIDS patients in Uganda. The Project Associate will work closely with academic researchers to conduct the implementation and data collection exercises of a cash transfer program in a network of HIV/AIDS clinics.
Project Description
With the success of increased anti-retroviral (ARV) distribution throughout Africa, HIV positive individuals are now living longer, healthier lives. Consequently, policy is shifting to focus on improving long-term livelihoods for this oftentimes stigmatized population. One way to do so is through cash transfers. Unconditional cash transfers are being implemented across a variety of development projects as a way to help households pay down debt, invest in income generating activities, smooth consumption, and/or overcome shocks. Instead of simply measuring the returns to capital from these transfers, we will be testing how the various methods of framing the grants to recipients affect the way the money is spent and the impact on livelihoods. Can we change the way grants are used and the returns to capital through varying amount of preparation and planning participants undergo before the grant is received What social pressures keep individuals from spending money effectively Can discussing a grant before receiving it help people to anticipate temptation and spend their money in more efficient ways
Responsibilities
Administering the program and creating an implementation plan along with current Project Associate, including managing the cash disbursements to all study participants. The current and new Project Associates will overlap for a period of 3-4 months to ensure a smooth transition and to jointly oversee both the program implementation and the first phases of the midline data collection. Overseeing six midline data collections of 2500HIV/AIDS patients each, first with current Project Associate and then singly, Developing and piloting the survey instruments; programming questions onto a mobile phone; managing the translation of the survey into the local languages, Hiring, training, and managing field teams of 60-75 staff members in total that will conduct the midline surveys , Managing all field logistics, procuring products, and ensuring the study has approvals from local authorities, Managing the project data from collection in clinics to delivery of a final, cleaned dataset, Ensuring adherence to IPA and study protocols, including auditing enumerators and performing daily checks of the incoming data; correcting the errors of staff iteratively to ensure the data is of the highest quality, Managing the budget, including tracking all expenses to ensure costs are within project funds,, Writing regular progress reports and a final midline report, Working closely with NGO partners running the program to ensure study protocols are followed.
Desired Qualifications and Experience

Project Background
The project will support the establishment of a comprehensive and context-relevant Health Professions Council in Mauritius. The health sector is a fundamental social service for the public and constitutes one of the core vanguards of improved development outcomes and wellbeing. Health Professions Councils, such as Health & Care Professions Council of the UK, have demonstrated that such institutions have the potential to generate economies of scale through association to deliver more efficient healthcare provision.
Mauritius has established a HPC Task Force comprised of health professionals from both private and public sectors to collaboratively draft a proposal for an HPC in Mauritius. This project aims to finalize the draft of the Health Professions Council Bill for submission to State law Office for enactment by Parliament. The Bill and HPC established following this project will ensure that quality and standardized services are being provided by health care professionals to the Mauritian public.
Presently, health professionals in Mauritius are generally registered with separate professional councils and include diverse practitioners such as Medical Practitioners (Medical Council), Nursing Officers (Nursing Council), Dental Surgeons (Dental Council) and Pharmacists (Pharmacy Board). Other health professionals are either members of their respective Associations or practice on an independent (unregulated) basis.
The HPC is to be created to protect the welfare and interest of the professionals as well as the public who makes use of their services. The HPC will be independent of government, professional bodies and trade unions, and designed as a multi-professional statutory regulator requiring registration. The HPC shall be created under legislation - The Health Professions Council Act - and applied to both the public and private sector.
The establishment of a HPC is intended to provide the following to health professionals presently not covered by any Act or regulatory Board. The HPCs mandate (under guidance of the professional boards) in terms of the Act will be to:
Promote and protect the health of the public Manage, administer and set policies relating to the professions registered with the HPC Investigate complaints relating to the professional conduct of practitioners, interns and students Administer the registration of persons governed by the HPC Set standards for the education and training of intending practitioner (through the professional boards)
Despite the progress made by the HPC Task Force, the current draft Bill requirsd detailed input from an expert with experience of the process of establishing and running an HPC-like institution.
Project Purpose
The legal and institutional documents to support the establishment of a Health Professionals Council in Mauritius are in place and approved by the Ministry of Health and Quality of Life.

A Health Professionals Council is established and functioning in Mauritius.
Scope of Work
Summary of Project
This project will provide expert guidance to finalise the draft of the Health Professions Council Bill and associated documents to enable the setting up of a Health Professions Council in Mauritius. There is a need to set up the Health Professions Council (HPC) that is empowered by law to ensure that health professionals are duly registered, and a uniform standard for qualifications and practice is maintained in order to protect the professionals and members of the public.
The immediate beneficiaries will be health professionals and the Ministry of Health and Quality of Life which will gain the legal and institutional structures to regulate health practice and Associations. Completion of the project goal is expected to lead to a three-fold increase in registered health professionals thus ensuring quality health care delivery. Ultimately, the public as end-users of healthcare services will benefit from standardised practices of reputable quality within the health sector, delivering improved health care outcomes at the national level.

Transfer of Expertise
The Commonwealth Secretariat attaches particular importance to the transfer of expertise and knowledge to counterparts. The consultant in his/her discussions with the Reporting Officer should draw attention to the need for key staff to be assigned as counterparts at the beginning of the consultancy. This should be reported on in the Inception Report (due after one month). A capacity development plan for key counterpart staff should be produced by the consultant and agreed with the Reporting Officer during the Inception period. An update should be provided on this in all Progress Reports.

Responsibilities
The incumbent will perform the following tasks:
Manage human and financial resources allocated to the Maritime Crime Programme (MCP) in the Indian Ocean by coordinating the work of and guiding programme staff. Carry out programmatic/administrative tasks necessary for the achievement of expected results. Act as Project Coordinator for projects XEAX67 (UNODC-EU Programme for the Implementation of a Regional Maritime Strategy - MASE start-up), XEAX94 (UNODC-EU Programme for the Implementation of a Regional Maritime Strategy - MASE) and MUSX55 (Support to the Trial and Related Treatment of Piracy Suspects in Mauritius) in support of regional piracy prosecutions. Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management.
Implement, coordinate and manage the Maritime Crime Programme activities in the Indian Ocean according to approved project document/revisions, valid contribution and donor funding agreements, valid policies and financial rules and regulations, and costed work plan/s; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
Manage and coordinate Programme experts implementing counter-piracy activities under the police, prosecution and prison area, and the broader maritime law area.
Supervise project expenditures and utilization of funds related to the Programme and ensure compliance with UN financial rules and regulations, initiate project and/or budget revisions as required. Serve as lead substantive officer for the preparation and dissemination of costed work plans, terms of reference and other related project documentation.
Identify technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of regional criminal justice systems to prosecute piracy.
Organize meetings, trainings, conferences, workshops and regional learning exchanges, including liaising with identified partner Universities, for coast guards, police, prosecutors, judges and prison staff involved in piracy prosecutions.

Work Experience

Experience in programme management (including financial aspects) is required. Working experience in an international environment is required. Knowledge of UN rules and regulations is desirable. A broad understanding of maritime crime in the Indian Ocean is an advantage.
Languages

Malaria Technical Placement

The first planned phase of the Malaria Technical Placement will be conducted in MENTOR HQ where the Technical Placement will work closely with the Programme Manager to cover theoretical training in various aspects of malaria and malaria control. If this period (minimum of one month) is successful then the Technical Placement is expected to complete the remaining period of the Technical Placement in a suitable MENTOR country field programme. Where ever possible the field programme will be identified in advance but may be subject to change. In the field programme the Technical Placement will work under the management of the Country Director or their delegated officer. This period will provide hands on experience in various areas of malaria control programming in various ongoing programme sites and with a range of programme activities. Compensation for the first month of the Technical Placement is 200 euros. Compensation for the remainder of the Technical Placement is an in-country living allowance of 17 USD per day, comprehensive insurance, and a roundtrip flight to and from the country field programme. The Infant Feeding in Emergencies and Infant and Young Child Nutrition Monitoring and Evaluation Expert will be responsible for the following key areas: design and set-up the monitoring and evaluation systems for IFE/IYCN in collaboration with UNHCR and implementing partners (IRC, GIZ, MSF, IMC…), provide capacity building (both class-room and on-job training) on M&E to ACF project staff and IFE/ IYCN actors and partners, lead the final project evaluation on IFE/IYCN in the specific camp location, as part of the M&E system, provide guidelines in data analysis and lesson learning.
In liaison with UNHCR and other key partners in the camps, review existing monitoring and evaluation tools and baseline reports and come up with M & E protocols and tools for IFE/IYCN to protect, promote and support optimal infant and young child feeding in Dadaab’s camps Put mechanism through the Monitoring tools that can offer insight into the documentation process of IFE/IYCN best practices throughout the lifespan of the project after implementation. Provide specific guidelines on M&E data analysis and lesson learning. Lead the ACF-USA nutrition team in developing comprehensive M&E plans in relation to activities in support of optimal complementary feeding practices in the refugee camps and in key strategic areas like the reception areas, registration points, in the blocks and among the general refugee population. Lead the ACF-USA nutrition team in setting-up the M&E system, including agreement between ACF and IFE/IYCN partners on data collection, data exchange, data analysis, technical support by ACF etc. Provide capacity building to ACF (both class-room and on-job training) on M&E to ACF project staff and IFE/ IYCN actors and partners based on capacity assessment, in order to successfully implement the M&E system. Carry out a final project evaluation to assess the achievements of the project and draw lessons learnt.

Action Against Hunger Regional Advocacy Officer for the West Africa Regional Office Field – Dakar, Senegal – Temporary
Length of Contract: 6 months
General objective: 1) To coordinate and implement ACF-International Regional advocacy strategy for West Africa including Sahel 2012 crisis advocacy plan with the support of ACF-International advocacy Network under the lead of ACF-UK. 2) To develop ACF position in Advocacy for the region: at regional and national level. 3) Define priorities and support ACF-International missions in West Africa for the application of the Regional Advocacy Strategy: support activities already started in some missions and support starting of advocacy activities in other missions.
Responsibilities: - Coordinate ACF-International HQs network to update and complete Action Plan for the West Africa Advocacy Initiative and Sahel 2012 crisis advocacy plan with the support of ACFIN - Implement regional advocacy activities - Develop strategic partnerships and alliances with other humanitarian and development actors in the region - Participate on the regional advocacy fora based in Dakar - Elaborate new funding strategies to approach donors and promote advocacy actions - Support West Africa missions in development, implementation and monitoring & evaluation of advocacy strategies at mission level - Provide support to the Head of Missions and technical teams in the development of an advocacy strategy in the missions in collaboration with the ACF-F “AMAI support to mission” position
Qualification and previous experience: Bachelors or higher degree in a related field or law degree and two years of related work experience: i.e. development studies, social sciences, or similar background Experience in using monitoring information for advocacy and in policy campaigns and dialogues with partners and governments Experience in think tanks desired Good knowledge of project cycle management, poverty reduction strategies and fight against hunger Experience in managing multidisciplinary teams At least 2 years of demonstrated working experience in a reputable organisation, research and policy analysis, data collection, analysis and interpretation (both qualitative and quantitative data), writing and production of reports, policy briefs and publications

JOB DESCRIPTION Job Title: Capacity Building Program (CBP) Manager Start date: ASAP Basic position description: The capacity building program manager will be in charge of coordinating and supervising the activities related to the development of the capacity of the Ministry of Health and partner NGOs for the implementation of the national guidelines on Integrated Management of Severe Acute Malnutrition (IM-SAM). Country: Southern Sudan

Program description Following review of projects submitted by nutrition partners, capacity gaps have been identified in coverage of therapeutic services for malnourished children in Jonglei, Eastern Equatoria and Lakes states. UNICEF being the Lead Agency for Nutrition and the Provider of Last Resort, will work with in partnership with ACF to ensure that children in need in the underserved areas have access to this life saving intervention to fill in the capacity gaps.
The main components of the capacity building program are: -Working with the Ministry of Health, UNICEF and other relevant partners in Lakes state on the modalities and tools for the dissemination of the National Guidelines for the Integrated Management of Severe Acute Malnutrition. -Recruitment and training of MOH and local partner team who will ensure the capacity building at County level, in Lakes State. -Design with the local team and MoH partners the capacity building program with the aim of ensuring that partner/NGO and MOH staff and facilities have the capacity to detect and treat acutely malnourished children by themselves. -Support NGOs working in the state in developing Partnership Cooperatives Agreements with UNICEF in order to obtain essential supplies for implementing IM-SAM at the State, County or Payam level. -Conducting theoretical and practical trainings at the MOH facilities (PHCC and PHCU) in collaboration with local partners in the areas of operation; County and Payam level).
Duties and Responsibilities General objective:
-To build the capacity of partners on the integrated management of severe acute malnutrition (IM-SAM) at state and county levels.
Specific objectives & Activities:
Objective 1: To ensure the National Guidelines and field tools are available and disseminated as necessary -To design training tools for trainings and to be used in health facilities (PHCC/PHCUs) facilities. -To participate in any relevant meetings devoted to the definition of the training tools for the dissemination of the National Guidelines on the Integrated Management of Severe Acute Malnutrition. -To participate in any relevant meetings devoted to the design of the capacity building approach the state.
Objective 2: To ensure that all targeted facilities and MoH staffs are trained on the management of severe acute malnutrition and that all trained facilities provide nutritional treatment of acceptable quality. -To conduct theoretical training for all key staffs in targeted PHCCs and PHCUs, and key staffs in the ministry of health and local partners on the management of severe acute malnutrition. -To define the modalities of on the job training (design the curriculum, as well as objectives to be reach on regular bases) and indicators of evaluation -To implement on-the-job training in each targeted facility -To organise a follow up of trained staff and provide technical support, in collaboration with the state MOH nutrition focal person. -To ensure that the National Guidelines on IM-SAM are properly implemented and propose solutions when problem are identified, and/or program performances do not meet acceptable standards (SPHERE). -To ensure the communication and exchange of information regarding the therapeutic program between field facilities and state level, within the Ministry of Health.
Objective 3: To ensure the recruitment, training and supervision of state and county teams for capacity building -To ensure the recruitment and training of the team devoted to capacity building: one staff per county and one assistant at state level -To supervise and support technically the team all along the project. -To evaluate performance of the trained staff an agreed time interval, -To solve any problem arising within the teams or between the team and others, and to ensure that the team has space to build its own capacity.
Objective 4: To support CMAM implementation -To coach/mentor the implementation of OTP and SC activities -Conduct monitoring of OTP implementation for program improvements. -To provide support on rapid assessments and SMART surveys
Objective 5: To report and capitalise on the capacity building program alongside the implementation of the project. -To ensure monthly reporting on the capacity building program, according to the format designed with the Nutrition Coordinator. The CBP manager works under the direct supervision of the NutCo, and reports directly to him/her. -To participate in the donor reports preparation and proposal development with supervision from the NutCo. -To capitalise on the capacity building project (achievements, challenges, lessons learned, tools used, etc.). At the end of his mission, the CBP will produce a comprehensive report, to be validated by the Nut Co and the HoM.

LIVING CONDITIONS The coordination office is in Juba Town. Juba is the capital of the South Sudan, housing the GOSS and ministries. Juba has a high presence of International Agencies and NGOs. Recently the Sudan Mirror published a report stating that Juba (capital of South Sudan) is amongst the most expensive places in the world, second to Tokyo. A basic meal can cost 15-20$, and basic accommodation in a tent 100-150$. ACF has 3 bases in Southern Sudan: Malualkon in Northern Bahr el Ghazal and Wunrok and Alek in Warrap. The three bases have basic living requirements.
1. Housing conditions: All basic living requirements are provided for by ACF. The ACF guest house is about 5-7 mins from ACF office. Pick up and drop is provided to and from guesthouse and office. 2. Cultural specificities (religions, behavior, dressing, etc.): South Sudan has influences from both Muslim, Christian and traditional belief systems. There are no major restrictions in terms of dress although women are advised to not wear tank tops and short cut blouses etc. to professional meetings. 3. Weather Information: Harsh environment; various insects, snakes, spiders and scorpions. Southern Sudan can be quite cool during the rainy season which lasts from April to October (at least 1 long sleeve shirt recommended) but can reach well over 40 degrees Celsius in the dry season. 4. Health: Due to the tropical climate there area wide variety of health risks particularly related to respiratory infections in the rainy season (colds, flus, sinus infection). There is a high prevalence of malaria all year and the use of personal preventative measures is required for all expatriate staff. Medical facilities across Southern Sudan are very poor and most treatment requires travel to Juba or out of the country to Nairobi, Kenya.
Security Information: South Sudan is a volatile post conflict environment with frequent military operations by both state and non-state actors alike. It requires that all staff are aware of the context and security implications of the area they are operating in. ACF security policies must be strictly adhered to at all times. SOPs are established at each base.
VISAS: Travel-permit should be acquired before entry. Renewals of travel-permit and work-permit are processed once the person has arrived to Juba.

Background
The Knowledge Management (KM) support is focused on reviewing and publishing country reports and commencement of an UNDP Supported Discussion Papers Series on Trade.
Within the context of the Regional Trade Project for Africa, 9 country case studies were conducted on mainstreaming trade into National Development Strategies. The studies highlight inter alia, the role of trade policies in the attainment of the Millennium Development Goals (MDGs).
The case studies have been peer reviewed through several validation workshops and completed in 2011. The reports will form the basis for future discussions on Trade-related issues in the countries concerned as well as stimulate dialogue among stakeholders on how trade can contribute more effectively to poverty reduction and economic growth.
Four country- based handbooks will be produced from the nine countries showcased. Additional reviews for both the nine case studies and the four handbooks are taking place .
Duties and Responsibilities KM support is requested for a period of 40 days for the following activities and outputs:
Organizing and systematizing the reports into logically arranged and coherent chapters; Preparing the layout of the reports into discussion paper format; Using UNDP standard publication guidelines, propose and recommend best distribution channels for the finalized reports/discussion papers; Preparing the reports for desktop publishing or conventional printing. If former, complete the desktop publishing with the existing means in the Centre; Ensuring online accessibility of the documents in Teamworks, UNDP and other sites to be specified by the Trade project.
Deliverables are 9 finalised case study reports and 4 handbooks published and distributed in hard copy form and available via online media as Teamworks and other official UNDP channels.

This programme is a great oppertunity to help continuing the great work already undertaken at Ondati, whilst helping the school achieve 100% sustainability.

Volunteers will need to pay a fee of around £45 for transport to and from Ondati at the beginning and end of their stay, unless they are able to find their own transportation.

In 2005, ACTED began work in West Darfur. The objective was to respond to the humanitarian crisis through the rehabilitation of road networks and the promotion of water access and sanitation. In 2010, ACTED's mission in Sudan focused on ensuring emergency access to basic services, while also supporting early recovery and rehabilitation in both Darfur and South Sudan. In the Darfur region, ACTED continued to provide emergency water, sanitation and hygiene support in camp areas for internally displaced populations. The organization also expanded its support to vulnerable local communities in rural parts of West Darfur. In South Sudan, ACTED expanded its efforts to ensure access to basic services, such as water and sanitation services, and supported local efforts to increase agricultural production and food security in underserved areas. Sudan is undergoing historic changes. With the formal separation of the South on 9 July, 2011 will be a critical year for recovery and development throughout the country. With high needs and new opportunities for collaboration with a burgeoning government and private sector, ACTED is expanding significantly its intervention in South Sudan.
III. Position Profile
I. Functions in terms of AME
Project Cycle Management Facilitate the development and implementation of project cycle management; Partiicpate in developing a PCM guide, incl. tools and procedures to be used; Train the staff to use the PCM guide and related tools and procedures, and notably follow up the implementation of the Project Management framework (PMF, ACTED PCM Tool) for all projects Keep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures;
Information System Work with all departments to follow up project and programmes databases incl. work on the nomenclature used (official names etc.); Follow up the day-to-day workings of the AME Department, including reading weekly monitoring reports and follow-up; Ensure that appraisal, monitoring and evaluation reports are made useful for fundraising and add to the general base of field knowledge in the country for all organisations working in the area; Set up a Resource Centre at the capital office regularly updated with appropriate and relevant external and internal resources. In 2005, ACTED began work in West Darfur. The objective was to respond to the humanitarian crisis through the rehabilitation of road networks and the promotion of water access and sanitation. In 2010, ACTED's mission in Sudan focused on ensuring emergency access to basic services, while also supporting early recovery and rehabilitation in both Darfur and South Sudan. In the Darfur region, ACTED continued to provide emergency water, sanitation and hygiene support in camp areas for internally displaced populations. The organization also expanded its support to vulnerable local communities in rural parts of West Darfur. In South Sudan, ACTED expanded its efforts to ensure access to basic services, such as water and sanitation services, and supported local efforts to increase agricultural production and food security in underserved areas. The SMS Technologies Project Manager will provide critical support to Marie Stopes Uganda's (MSU) rapidly expanding portfolio of eHealth (particularly mHealth) projects.

Background
The UNDP Somalia Country Office, based in Nairobi, is looking for interns in various disciplines. Duties and Responsibilities The main duties that the intern will be expected to carry out are:
Conducting research; Assist in the preparation of various documentation and reports; Assist in the cataloguing of information; Assisting in the organization of conferences, forums or other collaborative events;
Status
Interns are considered gratis personnel. They are not staff members. Interns may not be sought or accepted as substitutes for staff to be recruited against authorized posts. Interns may not represent UNDP in any official capacity.
Competencies Interns’ Expenses Interns are not financially remunerated by UNDP. All costs connected with an intern's participation in the Programme must be borne by:
a. the nominating institution, related institution or government, which may provide the required financial assistance to its students; b. the student, who will have to obtain financing for subsistence and make his/her own arrangements for travel (including to and from the office), visas, accommodation, etc. Insurance
UNDP accepts no responsibility for the medical and life insurance of the intern or costs arising from accidents and illness incurred during an internship. As interns are not covered under any insurance, including MAIP, they should not travel to hazardous locations in the course of their internship with UNDP.
Applicants for internship must show proof of valid medical and life/accident insurance for the duty station for which they will work. It must include adequate coverage in the event of an injury or illness during the internship which: a. requires transportation to the Home Country or Country of Residence for further treatment; or b. results in death and requires preparation and return of the remains to the Home Country, or Country of Residence. Subsequent Employment
The purpose of the Internship Programme is not to lead to further employment with UNDP but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship. Should an offer of employment be envisaged, a 3-month break, from the end of the internship, must be respected. Interns cannot apply for posts during the period of internship.
Required Skills and Experience UNDP may accept interns providing the following conditions are met:
a. Enrolment:
Enrolled in a bachelors/masters programme in a graduate school (second university degree or higher) at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or Pursuing their university/college studies, having completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree, if pursuing their studies in countries where higher education is not divided into undergraduate and graduate stages; Not have graduated prior to the beginning of the internship.
b. Skills
Proficiency in English required. Fluency Somali or in Arabic is an asset; Computer literate in standard software applications; Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose and to the ideals of the UN Charter; and Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Internship assignments vary in length according to the availability and academic requirements of the intern, as well as the needs of UNDP. However, they will normally last no less than six weeks and no more than twelve months.
Internship assignments are available on a part-time and full-time basis throughout the year, depending on the availability of meaningful assignments and the needs and capacity of offices to receive and supervise interns. How to Apply: Interested students must send the following documentation:

OPERATIONS SUPPORT OFFICER (INTERN)

Background The Country Office (CO) operates as a multi-country office, overseeing UNDP activities in both Mauritius and Seychelles, with the bulk of the UNDP presence located in Mauritius. The Office implements country programmes for both countries, focusing mainly on environmental programme activities in both and with an additional social inclusion component in Mauritius. The Programme Unit consists of Environment and the Socio-Economic Development Unit (SEDU). The Operations Unit is comprised of 5 sections namely Finance, Human Resources, Procurement, Information and Communication Technology, and Administration. The intern will work in the Operations Unit, under the supervision of the Head of the Unit, and will also have close working relationship with the programme colleagues. The Country Office has its website developed on Joomla platform version and hosted by the ISP. The link to the website is un.intnet.mu. The Country Office is also deploying an intranet based on SharePoint and hosted by the UNICC using the Intranet-in-a-Box approach. The Intranet-in-a-Box (IIAB) has been designed for COs, to provide an intranet that enables the COs to do document management, have a central listing of standard operating procedures (SoPs) and operations service offerings, and to host team collaboration. The IIAB comes with a pre-built architecture, but is flexible and changeable.
Duties and Responsibilities Under the direct guidance and supervision of the Head of the Operations Unit, the Operations Support Officer (Intern) will be responsible for the following general duties and tasks:
Design, configure and update:
Support configuration of the SharePoint intranet-in-a-Box (IIAB) solution to suit the local needs; Collect and upload documents on the intranet and ensure central listing of Standard.
Operating Procedures (SOPs):
Collect documents and update contents of the internet site.
System administration support:
Support in the management of the Shared Services provider solutions; Provide daily system administration support, operation and maintenance for both the intranet and the internet sites; Develop user and administrator guides for both sites.
Standard Operating Procedures:
Participate in reviewing of business processes to streamline and improve existing business processes; Document existing and new business processes in graphical forms (using MS Visio).
E-registry:
Use the existing intranet solution to explore the implementation of an e-registry system for the office; Work on the implementation plan for the implementation of an e-registry system.

Required Skills and Experience Education and technical experience:
Has completed a bachelor degree in computer science and currently enrolled in Master degree programme; Good working knowledge of computing and communications technologies, including Web-based development, database systems, workflow technologies and internet/intranet technologies; Experience with the following tools: SharePoint Server, Visual Studio, Sharepoint Designer IIS; SQL Server; Windows Server, Joomla; Experience with the development of Web Services and SharePoint.

Background On October 23, 2011 the people of Tunisia elected a Constituent Assembly (CA). The CA is currently preparing Tunisia's new constitution and acting as an interim parliament. The CA works in an environment of political sensitivity, uncertainty and rapid change. The UN has received from the interim government a request for three types of assistance: 1. Constitutional Support: to assist the Constituent Assembly in tasks associated with the preparation of the constitution, with particular emphasis on improving its capacity to reach out to civil society. 2. Constitutional Dialogue: to assist civil society in developing its understanding of the constitution building process and its capacity to engage in constructive constitutional dialogue with the Constituent Assembly and with other stakeholders in the process. 3. Parliamentary Strengthening: to assist the Constituent Assembly in developing essential infrastructure and in developing the capacities of its members and the Secretariat in connection with their legislative, representational and oversight roles. As part of its planned support, UNDP will set up Support to Constitution Building and National Dialogue in Tunisia, a project to design and deliver assistance in each of these areas. Best practices in constitution building emphasize the importance of community outreach and constructive dialogue as tools to improve mutual understanding between the CA and civil society.
Duties and Responsibilities Working under the supervision of the Governance advisor, the Specialist will provide : 1. Advice to the Constituent Assembly: Provide to the Constituent Assembly – both its members and its Secretariat, advice on all aspects of building Tunisia's first democratic parliament. 2. Capacity Development: Ensure that the project designs and implements activities that strengthen the capacity of the CA – including both CA members and the Secretariat, in the exercise of its legislative, representative and oversight functions. Ensure that the best practices in parliamentary strengthening are considered in the design and delivery of project activities. 3. Knowledge Building and Sharing : Support the project in the identification of knowledge gaps among project staff, target groups and beneficiaries and design measures to address such gaps; actively support the sharing of project results and products, lessons learned and good practices with other projects, government agencies, donors, etc. and participate in UNDP global knowledge networks. Main deliverables : 1. Assessment missions of the needs and capacities of the Constituent assembly, including elected members and parliamentary administration, are organized ; 2. Assessment reports are produced and transmitted to the Constituent assembly in a timely manner ; 3. Contacts are taken with foreign parliaments and exchange visits are planned for the members of the Constituent assembly ; 4. Training sessions for both elected members and parliamentary administration are organised within the scheduled timeframe ; 5. A final report is submitted at the end of the mission.

UNICEF Uganda is recruiting a short-term Software Programmer experienced in developing on the RapidSMS framework, to support the T4D programming team in an on-going rapid development phase for UNICEF's mobile Health (mHealth) platform (mTrac), as well as other RapidSMS-based platforms such as U-report (www.ureport.ug) and the School Monitoring System. All systems have current users and also will be expanding in user base and functionality in 2012, and so have significant support and new programming needs.
Purpose of Assignment:
Short-term and intensive RapidSMS programming work to support UNICEF's T4D Unit in ongoing development of an enterprise level RapidSMS-based mHealth platform (mTrac), social monitoring site (Ureport), and the School Monitoring platform Work with project managers and end users to define functional specs and user stories Implement and adapt software for use based on requirements documents, functional specs and user stories for multiple end-users Develop and modify generic SMS and USSD modules for RapidSMS, and integrate this into the RapidSMS systems Produce documentation and automated tests Support the Ministry of Health in integrating the system with the Health Management Information System (HMIS) software used for District level data: DHIS2
Description of assignment: (provide detail and in quantitative terms, add pages if required) Review and gain technical competence with existing UNICEF RapidSMS systems: the mHealth system mTrac, U-report and the School Monitoring System. Work with team to review Pivotal Tracker stories and produce workplan (and if necessary wireframes) for SMS, USSD and web-based dashboard functionality, taking into account integration with other UNICEF mHealth modules including CVS and "Mother Reminder", including a timeframe and assessment of any additional support needed to achieve this. Develop, test, document and deploy key software modules for mTrac Develop, test, document and deploy key software modules for mTrac, U-report and the Education Monitoring System Develop, test, document and deploy key software modules for mTrac, U-report and the Education Monitoring System, including refactoring the RapidSMS Poll module expanding it to include reporting functionality including visualization of reported data on map, tag cloud, charts etc Local installs of all Uganda RapidSMS systems on consultants laptop
Qualifications or specialized knowledge/experience required for the assignment
Education, Training and Experience Required: Advanced degree in computer science or related field, or a combination of academic qualifications and experience in relevant field. At least 3 years direct experience implementing RapidSMS projects or similar mobile application development Experience with Python, as well as using relational databases Experience developing and deploying RapidSMS Experience leading scoping, user testing and training for ICT4D related projects Capable of deploying and maintaining software remotely on a Linux or UNIX-like server Residence in Kampala or ability to relocate for the duration of the contract
Highly Recommended: Experience working on mHealth on similar mobile applications Knowledge of environment in which UNICEF operates, and understanding of the constraints of working in a developing-world environment. This should include experience developing low-bandwidth applications in challenging work environments. Ability to align technical goals with UNICEF strategic goals – that always will mean prioritizing UNICEF's mission over any particular technology Willing to travel (sometimes on short notice) and develop software in the field
Desired: — Experience with USSD — Experience developing software as part of a distributed team using Git or Subversion, especially in an open-source environment

But du Poste: Le rôle du Gestionnaire des Services de Support nord Kivu est d’assurer des services logistique, financier, administratif, IT et des ressources humaines efficaces et performants pour appuyer le plus possible les programmes qu’Oxfam met en œuvre depuis Beni dans les territoires de Beni et de Lubero et à Mweso dans le territoire de Masisi, province du Nord Kivu. Oxfam travaille dans le Nord Kivu depuis 1988, depuis 2003 à Beni, depuis août 2011 à Mweso et va réouvrir un programme mis en œuvre depuis une sous-base située à Kayna, dans le sud du territoire de Lubero. Le titulaire du poste, basé à Beni aura sous sa supervision une équipe en mutation à Beni, une toute nouvelle équipe à Mweso et aura à mettre en place une petite équipe à Kayna. Dans ces deux bases, le contexte sécuritaire est volatile et une gestion de la sécurité de qualité pour le personnel et les programmes Oxfam est cruciale. Le tenant du poste est responsable de la gestion des services de support pour le Nord Kivu au jour le jour, qui consiste en trois bases opérationnelles : Beni, Mweso et Kayna. Il s’assure qu’Oxfam est fonctionnel en veillant sur les ressources, afin d’offrir un programme de qualité aux services des populations les plus vulnérables.
Rapportage: Ce poste est sous la responsabilité du Coordinateur Provincial du Nord Kivu, basé à Goma. Il travaille en lien avec les Programme Managers de Mweso et de Beni et rapporte techniquement (matrix manager) au Business Support Manager national. Staff qui rapporte à ce poste: Le gestionnaire de la logistique, le responsable des finances, le responsable des ressources humaines de Beni et de Mweso, et l’IT Officer soit 7 personnes.
Responsabilités budgétaires: responsabilité budgétaire sur délégation des Programme Managers sur les lignes des fonctions logistiques, RH, IT et finances.
DIMENSIONS: • Met en place les standards Oxfam et des bailleurs de fonds pour les services de soutien (RH, IT, logistique, finance et administration) • Assure que les méthodologies de travail, les processus, et les procédures soient mises à jour et respectés ; • Recrute et forme les équipes des services de soutien afin d’assurer leur autonomie et efficience ; • Gère et planifie les ressources pour un programme large et multisectoriel (Watsan, protection, sécurité alimentaire, éducation) humanitaire et en transition ; • Identifie et anticipe les faiblesses structurelles des équipes des départements de soutien, met en œuvre des systèmes et plans d’action pour les appuyer et favoriser leur autonomie ; • Ce rôle est de supporter les programmes, et les responsabilités sont multiples. Il y a besoin pour ce rôle d’avoir une adaptation professionnelle, et une indépendance de jugement ; • Le programme et le contexte sont très sensibles et demandent une analyse et une compréhension pour mitiger et gérer les risques variés notamment dans la mise en œuvre des règles sécuritaires.
Le poste a beaucoup de connections avec tous les services d’Oxfam, les services étatiques, les partenaires, ainsi que les autres agences œuvrant à Beni, Kayna et à Mweso.
RESPONSIBILITIES CLES: a. Gestion du département des finances Beni (d’où dépend la sous-base de Kayna) et Mweso • Forme et si besoin recrute les équipes ; • Gère les équipes ; • Supervise la production des suivis budgétaires, et des rapports financiers aux bailleurs • Assiste les 2 gestionnaires des programmes dans la mise à jour du système de gestion des projets « OPAL » • Travaille en lien avec la coordination financière de Goma pour que les procédures et systèmes de gestion financière respectent celles d’Oxfam GB et celles spécifiques à la RDC ; • Avec les Finance Manager (Beni) / Officer (Mweso), prépare les besoins financiers mensuels des bases de Mweso, de Beni et de Kayna ; • Appui et assure le développement des Finance Manager (Beni) / Officer (Mweso) dans l’accomplissement de leurs tâches journalières de comptabilité, de trésorerie, et de planification financière ; • Avec les Chargés des Ressources Humaines, prépare et contrôle les payrolls des programme de Mweso et de Beni.
b. Gestion Logistique : maintenir les bases fonctionnelles et veiller à la mise en œuvre des règles de sécurité à Beni (d’où dépend la sous-base de Kayna) et à Mweso • Forme et si besoin recrute les équipes ; • Gère les équipes ; • Appuie les Programme Managers dans la collecte et l’analyse d’informations pertinentes pour la gestion de la sécurité ; • Assure la mise en œuvre des règles pertinentes et répondant aux critères d’Oxfam GB dans la gestion de la sécurité ; • Forme des points focaux sécurité capable d’être autonomes dans les prises de renseignements pour valider les mouvements des équipes sur le terrain ; • Supervise les activités logistiques et d’approvisionnement pour les bureaux de Beni, Kayna et de Mweso en accord avec les principes et la politique d’Oxfam GB ainsi que les procédures spécifiques à la RDC ; • Veille à un approvisionnement, entreposage et distribution bien planifié et organisé des biens nécessaires et selon les besoins des programmes ; • Coordonne toutes les activités logistiques et d’approvisionnement avec les autres départements des bureaux de Beni, Kayna et de Mweso en lien avec la coordination logistique de Goma ; • Sans assurer la gestion journalière des véhicules et des mouvements, veille à ce que le charroi automobile soit en état de fonctionnement optimal ; • Travaille en lien avec les autres organisations humanitaires pour partager et recouper les informations de nature sécuritaire, entretenir les relations avec leurs responsables de la gestion de la sécurité.
c. Gestion du personnel à Beni (d’où dépend la sous-base de Kayna) et à Mweso • Forme et si besoin recrute les équipes ; • Gère les équipes RH (1 HR Officer à Beni et 1 HR Officer à Mweso); • Assurer la ligne de gestion des personnes sous sa responsabilité (Finance Manager Beni et Finance Officer Mweso, Log Manager Beni et Log Officer Mweso, Human Ressources Officer Beni et Mweso, IT Officer) y compris la gestion des performances ; • Appliquer des sanctions et mesures disciplinaires au personnel sous sa gestion. Ceci inclut aussi la conduite des investigations si nécessaire au sein du programme, et proposer des sanctions/mesures disciplinaires aux Programme Managers ; • Recruter, instruire et diriger le personnel des départements de support ; • Assurer que le plan de développement du personnel soit effectif au Nord Kivu ; • Assurer que chaque employé bénéficie des standards RH en conformité avec les procédures Oxfam et les lois du travail de la RDC (contrats de travail, PDP, évaluation des performances, etc) • Assurer un lien avec les inspections du travail de Beni et Kitchanga (pour Mweso) ; • Organiser des événements de développement du personnel tels que le résumé des PDP l’indique.
d. Gestion IT • Mettre en place et coordonner la gestion des équipements informatiques et de communication en lien avec l’IT de Beni, celui de Goma et le service logistique national ; • Gère l’IT Officer Nord Kivu.
e. Procédures • S’assurer que les procédures logistiques, financières, administratives et des ressources humaines sont bien comprises et appliquées par tout le personnel responsable ; • Mettre à jour les procédures locales, et vulgariser les nouvelles procédures organisationnelles et nationales.

Mission Overview
ACF arrived in Nigeria in May 2010, to begin the registration process in the country. In July 2010 a technical coordinator joined the Country Director to start up coordination and technical support with main stakeholder such as the Federal Ministry of Health (FMoH) and UNICEF. UNICEF was very keen to see ACF arrive in the country and several possible collaborations were discussed in order to support CMAM and other nutrition activities in the country.
As the registration process advanced, contacts were made with different donors and ECHO indicated interest in support ACF activities in the northern part of the country. With a concept note approved, the team on the field consulted with different partners and designed an opening/start up strategy for ACF in Nigeria.
A nutrition program started in Yobe State in January 2011 with a focus on integration and monitoring of nutritional treatment within the local health system. The nutritional problem in Northern Nigeria is existent and in need of a larger response to cover the needs. By September 2011, three LGAs – Damaturu, Fune, Potiskum- were supported directly by ACF while and additional three were supported directly by UNICEF in Yobe State.
As a result of ACF's work in support of SMOH in Yobe and FMOH , as well as close collaboration with other key partners in nutrition in the country, ACF worked together with Save the Children and UNICEF in the development of Integrated Nutrition in Northern Nigeria Project (INNN). INNN is a 6-year initiative supported by DFID targeting 5 states - Jigawa, Zamfara, Yobe, Katsina and Kebbi States – that will tastart in rger the first 2 states in year 1 (Jigawa & Zamfara) and then extend to the other 3 states in year 2. The vision is to scale up low cost high impact interventions and engage government in prioritizing nutrition in state health policy and financing.
Overall, the ACF strategy is about State governments at the forefront, and ensuring that key stakeholders take leadership and ownership in nutrition management and decision making in the state. ACF's role is in technical advising and guidance towards strengthening the capacity of the State. The role of the RSCA Specialist will be to work with the INNN team to ensure strong technical support and comprehensive community information for quality implementation of nutritional activities.
Objective 1: To conduct a rapid socio cultural assessment in the intervention context. * Define the overall area that is feasible to be conducted within the timeframe and responding to program need. * Define planning of activities for the 3-month assessment according to area defined * Assess the intervention context in identification of key informants, communication channels and best practices in awareness/mobilization activities with state and LGA stakeholders according to ToR in annex. * Plan and organize all needs to conduct the assessment including cash forecasts and logistics. * Coordinate with field teams in order for timely recruitment of translator. * Produce a final report and present findings to key stakeholders.
Objective 2: To facilitate the development of a community mobilisation strategy based on findings and involving key stakeholders in nutrition. * Facilitate definition of a community awareness/mobilization strategy based on findings with participation of key stakeholders. * Assess existing and define/refine tools and methodology for the overall community awareness/mobilization strategy in the field in terms of communication with beneficiaries and communities in intervention areas (indirect or non-beneficiaries of the program).
Objective 3: To define follow-up and evaluation tools for the community strategy. * Develop and define basic tools that can allow for follow-up of community mobilization. * Collect preliminary information that will support Semi Quantitative Evaluation of Access and Coverage (SQUEAC) surveys.
Objective 4: To ensure the training of field and counterpart teams in community communication and mobilization. * To train teams on the communication methods and application tools developed according to outputs from previous objectives. * Reporting: document the products for each project for capitalization of the approach.

ARC PROGRAM DESCRIPTION/MISSION The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need. ARC is not new to supporting the needy peoples of Somalia. PRIMARY DUTIES/RESPONSIBILITIES
Ensure that nutrition care is provided to the beneficiaries.
Manage, provide technical support and build capacity of national staff.
Ensure that food supply is available and correctly used in the nutrition programs and that the food stock and the nutritional equipment are in place.
As the program grows, supervise and perform close monitoring of the staff working in the nutrition program.
Monitor the nutrition status surveillance of all children less than 5 years old; pregnant and breastfeeding mothers; and participate in the nutrition surveillance, active screening, rapid nutrition assessments, nutrition surveys and produce final nutrition reports.
Assist in developing formal and informal training materials to build the capacity of IDP’s and the host population in health and nutrition.
Assist in organizing training to improve the skills of the national staff in screening, supplementary feeding, as well as nutrition education.
Submit the weekly statistics and the monthly narrative report to the Program Director.

Oxfam GB has been operating in Chad since 2004, primarily responding to the WaSH needs of refugees, IDPs and host population groups in the eastern part of Chad. As part of a strategic overhaul, Oxfam GB is refocusing its strategy since late 2010 by launching new programmes in the food insecure areas of the Sahel and N'Djamena.This is aimed to better respond to the structural needs of the Sahelian belt, which is afflicted by acute malnutrition, chronic food insecurity and lack of access to clean drinking water. By contrast to the emergency approach used in the response in the East, the programmes in teh Sahelian belt will take a longer-term approach in tackling the endemic and structural needs of the Sahel by going beyond short-term emergency responses.
The primary zones of intervention are Bahr-el-Ghazal and N'Djamena, with EFSL and WASH programmes on going. Among strategic areas that are to be looked are the development of our expertise and position on pastoral livelihoods, and in the urban context of Ndjamena. Networking with other actors has been initiated in these fields.
OGB's expertise in innovative approaches such as cash based intervention, markets analysis and the households economy analysis will be promoted in Chad.
Other strategic initiative to be followed-up are the contingency and emergency preparedness plan for food security, as well as risks of cholera outbreak and flooding during the rainy season. This is done in coordination with Intermon Oxfam lead affiliate in Chad. The current early warning systems and emergency response capacity in-country are weak and need significant strengthening in order to adequately respond to the humanitarian needs of affected population groups. The current trend is for Oxfam GB in Chad to develop a vision and a long term commitment for which long term development work through partners and other stakeholders, including the private sector, will be investigated.
Dimensions
Contribute to develop the long term country strategy, with a focus on the objective to sustainably support and develop vulnerable livelihoods.
Design potential projects in the field of food security and vulnerable livelihoods looking at root causes of the vulnerability of Sahelian communities with specific attention to pastoral and agropastoral communities. Investigate the opportunity to develop projects in Ndjamena Urban context.
Prepare concept notes and proposals for institutional donors. Provide technical support to programme teams and Funding Coordinator on writing donor reports.

Job Summary Reporting to the Emergency Coordinator, the Nutrition Advisor- Food Security will be responsible for: -
Ensuring the delivery of high quality emergency nutrition support for drought displaced populations .The Nutrition Advisor will work closely with CARE emergency response teams and local implementing partners for this emergency nutritional response. Providing technical support in the assessments of nutrition needs and capacities in target areas, while analyzing assessment data to provide clear recommendations in the emergency response using appropriate monitoring systems for the nutrition program Designing appropriate nutritional interventions while ensuring that Sphere standards both qualitative and quantitative are considered and any deviations documented. He/she will ensure integration of other program components while ensuring that issues of protection, gender, livelihoods, are factored into the program design While supporting the development and implementation of an action plan for the nutrition response, the incumbent will organize with the Procurement and Logistics Teams materials and support needed for all activities, so as to ensure timely and rigorous implementation of accountability mechanisms, through integrating M&E systems to support beneficiary accountability, donor reporting and CARE's Emergency protocols, performance metrics and organizational learning. Work closely with local nutrition partners to ensure accurate and timely monitoring of nutrition program activities and outcomes and should be able to provide an on-the-job training to staff and partners. He/she will provide regular nutrition updates to the Emergency Coordinator and CO ERT team on progress, priorities and constraints – verbally and in writing on an agreed frequency. Work closely with the proposal writer to develop concept papers, budgets and proposals which will ensure longer term programming in relief and recovery.
REQUIRED SKILLS & QUALIFICATIONS Post graduate qualification (MPH, MSc) in public health , nutrition or related field including first-hand experience implementing CMAM At least 5 years experience working in nutrition sector applied in emergency response operations Experience developing monitoring and evaluation frameworks for health and nutrition programs Experience in nutrition surveys, including data analysis Good interpersonal, communication and writing skills. Good approach to/ experience in training and mentoring of staff and community actors: Familiarity with key donor relevant regulations including CIDA, ECHO, OFDA ,DEC and OFDA Familiarity with Sphere standards and Situation Analysis using the Integrated Food Security Phase Classification (IPC)

We are looking for a suitable candidate to fill the position of Area Manager-Food Security. The Area Manager will manage the program activities within a defined geographical area, contribute to strategic planning and lead in management of all programmatic aspects of the food security program in Puntland/Sool and Sanaag. He/she will be directly responsible for grant management, staff oversight and liaison with partners, donors, government and other stakeholders, key to the results of the program. The geographic scope of the position will be based in Garowe, Puntland with frequent field visit to other areas within Puntland region. This position is required for an initial six (6) months with a possibility of extension.

Providing staff with direction and input at all major stages of program cycle through ensuring that staff have synchronized work plans in line with strategic priorities so as to ensure timely implementation and donor reporting. He/she will work closely with the program staff in developing and application of appropriate monitoring mechanisms. Program design and delivery and will be required to ensure that a local quality assurance system is developed as well as identify key priority areas for funding. He/she will be expected to conduct studies and assessments to enable designing donor grants necessary in contributing to program design. He/She will be responsible for ensuring strong collaborative relationships with strategic partners involved within the program area and also ensure the program is implemented in line with partnership principles as outlined in CARE International (CI) policies. The Area Manager will also be charged with contract management and compliance adherence, by managing grants in line with CARE & donor regulations and requirements and also oversee staff management and will hence be expected to oversee the field staff as appropriate, identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff.
REQUIRED QUALIFICATIONS Minimum relevant graduate degree with significant relevant experience. At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia. At least 3 years experience in a project or program management setting At least 2 years experience in working in an emergency setting Demonstrated experience in program assessments, problem analysis and program design Strong logistics and budget management experience REQUIRED SKILLS Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments Proven capacity of managing programs through partnerships Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach Preferably the incumbent also has a strong grasp of CAREs Unifying Framework for understanding the underlying causes of poverty and vulnerability Proven budgeting and financial management skills Ability to develop and articulate program ideas related to Peace building, governance and civil society Demonstrated ability to motivate and coach field staff Ability to work and live under difficult conditions.
