Are you a person with a strong IT background, interested in broadening your scope and ensure delivery of effective and efficient Information Technology systems? We have a challenging opportunity just for you in the post of IT Officer for the South Sudan Programme. The IT Officer will be based in Juba with frequent travel to the field. The position plays a key role in the day-to-day operations of the IT function, and requires you to provide IT related support within Oxfam GB South Sudan offices.
The Role
The IT Officer will take charge of the service desk; receive and monitor calls from internal and field offices and escalate where necessary to the Regional Office and Oxford Service Desk. You will be the contact person with in the Juba office on all IT related issues; support the email system and ensure its reliability in all the offices; effective data management in the server including disaster recovery; ensures data is backed up and restoration tested regularly to ensure business continuity. The post holder will support programmes in implementing and maintaining applications that assist them in their day to day work while ensuring that all software and hardware installed in all offices conform to Oxfam's Information System policies. You will organise and conduct formal induction to all new staff, build capacity on good IS practices and offer application training as required in liaison with external trainers. In addition you will manage the IT service provider service contracts ensuring the services provided conform to the set Service Level Agreements and continuous monitoring of the same.
The Person
You will have a degree or equivalent qualification and professional training on computers with knowledge on Local area networks, servers (basic hardware and software). You will be technically competent in area of specialisation and/or experience in IT workflows.You will be highly competent in development and implementation of computerised systems and posses good understanding of telephone PABX systems. This role also requires excellent time management skills, initiative and pro-activeness. Up-to-date knowledge and skills on latest developments in the IT systems field is essential for this role. You will be required to have good written and verbal communication skills in English, possess the ability to take initiative in problem solving and learn/follow Oxfam policies and (technical) procedures to do the job.

KEY RESPONSIBILITIES:
Information Management:
• To promote the development of appropriate security information networks relevant to all the Oxfam teams working in DRC. • To support managers/teams in collecting and disseminating relevant security information thus enabling line management to manage security • To support managers in methods of ensuring security information is recorded and analysed regularly. • To help management provide regular, concise and clear verbal and written security updates. To support Managers to ensure that a functioning security management system exists including: • Recommend a structure of security focal points in all the provinces where Oxfam works • Context analysis (internal & external), including: incident maps, stakeholder analysis, review of existing security management arrangements, risk analysis and capacity assessment; • Scenario planning, including recommendations on appropriate interventions (programme objectives, scope, outputs, based on judgements about access and security risk), capacity needs for scenarios (training, resources, infrastructure) and evacuation. • Strategy for development/revision that builds on existing local capacity within and external to Oxfam, and takes into account Oxfam's policies and resource limitations. • To support managers to ensure that the security situation is monitored in all Oxfam programme areas and that regular security checks are undertaken and appropriate action is taken by line management. • To advise on and support managers in the development of appropriate and user-friendly security management procedures and guidelines. • To support managers in the implementation of agreed security procedure, ensuring that all staff are familiar with and adhere to these guidelines and are fully informed about any changes in security levels or procedures • To co-ordinate with Managers, office administration and logistics to ensure that the appropriate systems of administration, communication and transport are in place to facilitate good security management. • To support Managers and key staff to carry out effective and accurate security briefings for all new staff and visitors

SKILLS AND COMPETENCE:

The role

Background Oxfam GB has been present in DRC for more than 30 years and are currently working in 5 different provinces across DRC, south Kivu, north Kivu, Province Orientale, Equateur, and Kinshasa with a total value of approx. £14 million GBP. Depending on the province, the priority areas of programme implementation is currently: · Deliver high quality and timely humanitarian response in conflict zones to meet emergency needs (particularly in public health but also livelihoods);
· Protection of women and men from threats of violence, coercion, and deprivation;
· Support transition to more stable governance in through support to existing structures at various levels to deliver basic services (particularly in the sector of public health and education);

The role Reporting to the Deputy Country Director, you will be in charge of a team of Program Managers and other Provincial coordination staff in North Kivu, representing and managing Oxfam GB's programme at provincial level in DRC. You will take responsibility for the resources used within a specific province, including management and development of people, budgets, and funding plans. The focus of your role will be ensuring that Oxfam's programmes have increased impact, by developing and delivering on agreed plans and strategies, building and maintaining relationships with key donors, coordinating and integrating technical issues as well as advocacy representation with key stakeholders.

Role & Responsibilities

Skills, Experience & Knowledge

In addition you will provide technical representation and coordination with external South Sudan actors and internal technical advisors as well as provide linkage to technical structures and institutions at regional level.
What we are looking for
You will bring a Masters degree (or equivalent) in Rural Development, Development Management, Food Security/Agriculture or Natural Resources Management. Along with an innovative and collaborative approach, you will have extensive international experience in developing and managing Livelihoods programme with a demonstrated understanding of context, dilemmas, challenges and ways of working. You will have good leadership skills with at least proven experience of working in a management position and ability to think and plan strategically. You will have the ability to produce high quality proposals to institutional donors as well as monitor and produce requisite high quality and timely reports. Key Responsibilities

Skills and Competence

We are working with partners across Africa on programmes that are addressing a range of issues, from conflict and governance to food insecurity and HIV. You'll lead the funding work for all of these sectors with a specific focus on community health and HIV. This will involve getting a real grassroots understanding of our work, identifying potential donors, preparing funding applications and managing a range of complex technical and financial reporting. You'll spend time with programme teams across the region to develop your knowledge of priority areas, which will mean travelling regularly across the region for up to 30 days a year. Oxfam Kenya applies a one programme approach which means it works on a multitude of activities that support a holistic approach to humanitarian, development and advocacy such that long lasting change happens whilst fulfilling Oxfam's humanitarian mandate. Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora.
Oxfam has launched its largest ever appeal in Africa in response to the massive food crisis facing more than 12 million people across Ethiopia, Somalia and Kenya. In Kenya, Oxfam aims to help 1.3 million people with clean water, cash initiatives and veterinary support people's livestock. To this end, we are seeking to fill the following positions:
To strengthen and lead the support function in the programme work Oxfam GB is looking for a highly innovative and motivated individual to work as a Business Support Manager based in Nairobi.
You will provide overall management advisory role on all aspects of programme support, including managing and contributing to the work of HR, Finance, Logistics & Administration and Fundraising teams. You will be responsible for overseeing the functioning of the Kenya programme office to ensure that office systems run in an efficient and co-ordinated manner. Working with the Regional Centre IT team you will maintain an overview of information technology and communications requirements and manage their implementation accordingly. In close collaboration with the finance team you will be expected to ensure accurate and timely input into the production of financial reports to donors as well as effective tracking and reporting on multiple donor funded programmes, ensuring that the programme is cost effective, efficient and complies with all organisational standards of management and accountability. You will identify and design appropriate training for staff and partners in the areas of logistics & administration, finances, human resources and fundraising. You will be part of the senior management team.
Previous work experience of programme service management (human resources, finance, capital assets, information management and logistics) in emergency and/or development context in an international setting is essential. You will be required to be an assertive communicator, proven decision- maker and be in possession of excellent people management skills as well as the ability to work innovatively with minimal supervision. You'll have well-developed interpersonal and cross-cultural skills and demonstrable ability to be flexible in demanding situations. An excellent oral and written communications skill in English is essential.

The role
Reporting to Governance Programme Coordinator, you will be responsible in leading the development and management of the education programme with project officers and strategic partners, including vision and programme development, implementation, monitoring and evaluation, partner management, advocacy and campaigning, cost effectiveness, strategic focus and overall impact, so that expected results and outcomes are achieved with an emphasis at the primary level, working within the overall country programme, and specifically Governance and Essentials Services programme plan for Tanzania, maintain detailed analysis of the current situation with a particular focus on identifying best practices and initiatives in education as a basis for long term improvements in education in Tanzania, provide expert advice and support to programme teams to design creative and innovative approaches for facilitating education projects that can have significant impact across the country, promote use of consistent project management approaches and tools across education project, where appropriate, to maximise programme efficiency and facilitate effective management, lead Oxfam's lobbying and media engagement for the education programme in line with the advocacy and communication framework, an understanding of gender and diversity considerations within key areas of responsibility and commitment addressing inequalities.

JOB PURPOSE: In collaboration with the Dakar -based OGB Regional Programme Funding Team (RPFT), and The Hague based ON External Funding (EFU) team, support the OGB Country Programme Teams Nigeria and Ghana (50%) & ON Nigeria Desk (50%) to manage new and established relationships with donors for development and advocacy & when relevant humanitarian work in two countries in West Africa. Dimensions

Key Responsibilities

Le Role Vous êtes au cour mème de la programmation d'Oxfam en RDC. En étroite collaboration avec les quatre affiliés d'Oxfam International en RDC, vous aurez à développer, tester et maintenir un système de MEAL pour nos programmes humanitaires et de développement. Vous développerez une stratégie de MEAL à travers Oxfam International en RDC, et travaillerez auprès de tous les affiliés d'Oxfam afin d'analyser, documenter, et partager les lessons apprises comme supports clés pour une planification future peretinente et pour une utilisation denos équipes de plaidoyer. Vous identifierez les aspects importants autour de la qualité du programme et gérerez l'équipe technique d'Oxfam afin d'assurer que les systèmes de MEAL sont améliorés à travers nos programmes. Ce travail ne pourra ce faire qu'en étroite collaboration avec les différentes équipes programme et partenaires. Ce qui premetra à Oxfam de mesurer convenablement ses résultats et impact au sein des communautés avec lesquelles nous travaillons.

Disposant des bonnes compétences diplomatiques et de négociation, vous excellez dans le travail en équipe et la coordination. Vous parlez couramment l'Anglais et le Français, vous êtes prets à voyager souvent pour visiter nos différents programmes partout en RD Congo et quelques fois dans des milieux éloignés et potentiellement précaires et insécurisés. The Role You are at the very heart of Oxfam's programming within DRC. Working closely with all 4 Oxfam International affiliates in DRC you will develop, test, and maintain a Monitoring, Evaluation, Accountability and Learning (MEAL) system for our humanitarian and development programmes. You will develop a MEAL strategy across OI in DRC, and will work alongside all Oxfam affiliates to analyse, document, and share learning as a critical means for future planning and for use by our advocacy teams. You will identify key issues around programme quality and will line manage Oxfam's technical advisory team to ensure MEAL systems are improved through our programmes. You will achieve all of these activities whilst working closely with our programme teams and partners, enabling Oxfam to better measure outcomes and impact within the communities we work with.

Person Specification
The person we are looking for will have proven capacity and experience to lead, co-ordinate and manage high quality logistics operations in development and humanitarian programmes and total understanding of the total supply chain. You will have a graduate degree or a professional qualification in a relevant field and intensive experience in a senior management position in logistics and procurement. Experience of management/supervisory responsibilities, including support to development of others is essential as well as excellent written and spoken English. You should have commitment to humanitarian principles and action as well as demonstrated experience of integrating gender and diversity issues into logistics programmes. You should also be familiar with the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes. The Democratic Republic of the Congo (DRC) ranks second from bottom in the Human Development Index. Caught in a cycle of poverty, conflict, and bad governance, the DRC is struggling to recover from more than a decade of conflict. Oxfam is present in the DRC since 50 years, and is running its worldwide largest programme, combining humanitarian, development, and advocacy work. The Oxfam affiliates work primarily in the areas of WASH, food security and livelihoods, protection, as well as education, with governance and advocacy being overarching themes to leverage real change.
In 2009, the Executive Directors of the 14 Oxfam affiliates globally agreed to move to a single management structure in each country programme. This means that the Oxfam International affiliates work together towards a commonly agreed strategy, and are represented by an Oxfam International Country Director, supported by three Associate Country Directors. In the DRC, Oxfam GB has been selected as the managing affiliate, whereas Oxfam Novib, Oxfam Solidarité, and Oxfam Quebec, are implementing affiliates.
Oxfam is therefore seeking a Country Director to lead, develop, and represent the Oxfam family in DRC.
The Role
Reporting to the Deputy Regional Director in Nairobi, you will - together with the three Associate Country Directors - lead, develop and represent Oxfam International's programme in the DRC. You will be accountable to a regional governance board of Oxfam International for the implementation of the agreed common country strategy (app. USD 28-32 mio/annum). You will chair the Oxfam International Country Leadership team, and ensure a constructive and productive working relationship amongst the Oxfam affiliates. You will look for ways to cooperate more closely in the Oxfam family, realise cost efficiencies, a common monitoring and evaluation system, as well as a common funding strategy, and you will make sure you are respectful of different affiliates' cultures and history. About the role

Key Responsibilities
o To support country offices adopt best practices in financial accounting and reporting. o To capacity build and develop country finance teams to meet organisational standards and donor compliances. o To support Regional Finance Coordinator ( RFC) and Regional Finance & Systems Manager (RFSM) in coordinating updates form countries on key business reports and business processes including budgets, forecasts, internal Audits, global legality and periodical financial reports. o Support in implementing global and regional financial directives as agreed from time to time e.g. partner financial management and cash and bank policies. o Coordinate and follow up on regional contract balances status and facilitate contract debt recovery working closely with Funding unit. o Act as central points for collecting all documents from countries required in terms of Oxfam internal and external accountability e.g. Donor and Oxfam External Audits and ensuring that they are complete and correct at all times. o Backstop countries in critical times or where there is high risk of exposure and limited capacity. o Interpret and disseminate guidelines from Oxford around Budgeting and budget processes as issues from time to time, including trouble shooting of technical aspects of the process. o Review all financial reports, budget packs submitted from countries and ensure they are correct and meet Oxfam standards at all times. o Perform Donor Report financial reviews for high risks contracts. o Train country Finance staff on People-Soft and related financial management procedures. o Actively contribute in development of sound financial procedures and practice within Oxfam. o Draft and consolidate inputs from countries on key financial reports received from countries for review by RFSM. o Participate in Loss prevention assignments for the region as assigned from time to time and provide recommendations to RFC and RFSM for improving awareness and combating fraud and loss of resources within regional countries. o Ensures the preparation of high quality regional accounts by processing and consolidating accounts in a computerised information system and to ensure that monthly financial returns are correct and reports/summaries are sent in a timely manner. o To assist in the preparation of the consolidated annual budget for the region and following this to prepare and analyse periodic budget variance reports for the countries s/he is responsible for

Southern Sudan is on the brink of history-making change. In July this year South Sudan will become the newest nation in the world. The Role
We are looking for a Logistics Coordinator who will play a key role in building high performing logistics teams and deliver quality support to all programmes. As a key member of the senior management team, you will provide leadership throughout the southern Sudan programme, promote and support all aspects of logistics planning and implementation. In collaboration with the Country Director you will ensure the co-ordination of security management for the southern Sudan programmes and support the programme managers and Deputy Country Director to monitor, assess and analyse security linked to political and other contextual issues and their potential impact on programmes. Supporting the development and analysis of transportation requirements, monitor the programming and installation of HF and VHF radio, and other communications systems including establishing communications routines and protocols for programme teams will be part of this role.
The Person
This is a challenging position and requires a highly experienced and dynamic professional. You will have significant experience in logistics and coordination with demonstrable experience as a senior strategic manager with proven experience in supply chain management. Experience of working in various countries and cultural contexts, practical field experience in both emergencies and development contexts as well security management will be required.
